The issues to be resolved are often difficult to define and quantify; may involve complex, traditionally competing interests; are often characterized by senior leadership interest and visibility and require extensive proving and analysis. 

Technical Assent is seeking a Department of Defense / Department of War policy analyst to support the development of DoW-level policy documents concerning Commercial Support to Operations (CSO) and/or Supply Chain Risk Management (SCRM). The Office of the Deputy Assistant Secretary of War for Logistics is responsible for accelerating the adoption of CSO and SCRM standards and guidance across the Department, sharing identified supply chain or vendor risks, advancing the use of enterprise analytics, tools, and data, and establishing processes for elevating enterprise-wide risks to senior DoD leaders.

The Consultant will support enterprise SCRM integration through risk analysis, governance support, project and action tracking, development and implementation of supply chain and vendor risk controls, research and reporting, and coordination with stakeholders across the Department.

Role Description

The Policy Analyst will work as part of an integrated team to support the ODASW(Log) client in  its mission to develop logistics policy, oversee policy implementation, and improve adoption of best practices and capabilities throughout the Department.

In this role, the Consultant will apply technical and analytical expertise across logistics and supply chain disciplines to evaluate requirements, analyze existing processes and risks, and develop practical solutions that support integrated program execution. The Consultant will independently research, prepare, and deliver high-quality work products while working collaboratively with Government stakeholders and other members of the Technical Assent team.

Responsibilities may include:

  • Lead development of Department of War-level policy related to supply chain and vendor risk management, including new DoW Instructions, Directives, Manuals, and other forms of guidance; incorporate policy requirements into U.S. code, Defense Federal Acquisition Regulation, and other forms of relevant guidance as needed.
  • Analyze existing DoW authorities and apply them to emergent policy; evaluate new legislation for applicability to the SCRM & vendor threat mitigation problem space, and develop new legislative proposals if needed to support a complete infrastructure of law, regulation, and policy to support oversight and control.
  • Support enterprise planning and execution. Develop and maintain plans of actions and milestones (POAMs) for lines of effort within the SCRM or vendor threat mitigation integration framework and support the development, maintenance, and execution of timelines and project plans for assigned activities.
  • Support integration of risk controls into supply chain and materiel management processes. Analyze existing supply chain management processes to identify opportunities for integrating risk controls; propose appropriate controls; develop implementation plans; and track and report implementation progress.
  • Conduct research and analysis in response to Government requirements. Review assigned tasks, determine the actions required to address them, conduct supporting research and analysis, and provide recommendations to the Government lead or designated point of contact.
  • Prepare decision-quality written and presentation products. Develop reports, briefings, summaries, memoranda, correspondence, presentations, talking points, white papers, and other materials that clearly communicate analysis, recommendations, progress, and decisions.
  • Support boards, committees, and working groups. Assist Government-led governance bodies by coordinating meetings, maintaining participant information, consolidating issues and briefing materials, preparing readaheads and talking points, documenting discussions and taskings, and supporting updates to governing charters when directed.
  • Support recurring program reporting and task management. Develop, collect, compile, and submit required activity reporting and use Government-designated systems and processes to manage correspondence and assigned tasks. Support maintenance of relevant content on SharePoint/Interlink sites, Microsoft Teams channels, and official group mailboxes.
  • Support oversight and audit activities. Assist with Government Accountability Office, Inspector General, or other audit-related requests as directed and in accordance with established procedures.
  • Support large events, forums, and conferences. As assigned, contribute to planning and execution of the annual SCRM Summit and/or vendor threat mitigation annual in-person conference, including stakeholder coordination, administrative and logistics support, panel and speaker coordination, attendee registration, and on-site support.

The Consultant is expected to approach assignments in the context of the Government's broader mission and objectives, anticipate risks and stakeholder needs, and support decisions through well-researched and data-driven analysis. The role requires the ability to independently manage assigned work while contributing effectively within a consulting team. These expectations align with Technical Assent's Consultant level.

General Expectations

In addition to the responsibilities described above, a successful Consultant at Technical Assent:

  • Broadens their general knowledge, skills, and abilities within Technical Assent's Capability Areas and develops deeper practical expertise in project-specific capability areas.
  • Participates in and applies Technical Assent's consulting approaches and methods.
  • Shares knowledge with internal and external peers through writing and speaking approximately three to five times per year.
  • Contributes to organizational capability by developing reusable process assets, templates, and tools that improve the consistency of Technical Assent's services.
  • Supports business development by researching customer needs and the competitive environment and actively contributing to proposal efforts.
  • Recognizes opportunities and helps define solutions that address customer needs.
  • Maintains a professional demeanor consistent with Technical Assent's core values.

Required Qualifications

  • Bachelor's degree.
  • Two or more years of relevant professional experience.
  • Active DoD Secret clearance.
  • Demonstrated ability to apply technical expertise across logistical disciplines to analyze customer requirements and contribute to integrated solutions for challenging problems.

Preferred Qualifications

The following qualifications are recommended based on the work described in the PWS and are not identified in the provided materials as mandatory labor-category qualifications:

  • Experience writing, revising, and/or coordinating policy documents at the DoW or Service / Military Department Headquarters level.
  • Experience with supply chain risk management, supply chain management, or materiel management in a defense or Federal environment. This experience would enable the Consultant to more quickly contribute to the PWS requirements involving identification of supply chain risks and integration of risk controls into existing supply chain and materiel management processes.
  • Experience supporting Department of Defense logistics organizations, programs, or stakeholders. Familiarity with the DoD operating environment would be valuable because the SCRM-IC coordinates enterprise-wide activities involving DoD Components, governance bodies, and senior leaders.
  • Strong analytical writing and executive briefing skills. The Consultant will be expected to translate research and analysis into reports, briefings, memoranda, white papers, talking points, summaries, and recommendations for Government decision-makers.
  • Experience supporting governance forums, boards, committees, or working groups. This experience is relevant because the PWS includes substantial support for multi-stakeholder governance activities, including preparation of materials, documentation of decisions and taskings, and coordination of follow-up actions.

Work Location

On site at client facility in Alexandria, VA (Mark Center), 3-5 days per week.

Salary Range

$85,000-$105,000
