Position Summary

The Product Development Senior Advisor provides strategic and operational leadership across the development, implementation, and maintenance of ACA and Stand-Alone Dental product and contract initiatives within a complex, highly regulated environment. This role leads the development and ongoing maintenance of customer contract language for ACA and Stand Alone Dental plans, partners closely with legal, state filing, compliance, actuarial, operations, and executive stakeholders to address form objections and implement regulatory changes, and assesses the end-to-end impact of evolving state and federal mandates on product, pricing, operations, and member-facing materials. The position also supports the development of new ACA and Stand-Alone Dental products through launch, identifies risks and implementation barriers early in the plan development cycle, collaborates with Marketing on broker and member communications, and helps establish operational guidelines and portfolio objectives. As a recognized subject matter expert, the Senior Advisor manages mid-size projects, provides leadership on complex assignments, and applies strong judgment, creativity, and business acumen to drive initiatives and advise functional leaders across the organization.

Core Responsibilities

  • Leads the development and maintenance of customer contract language, working with state filing and compliance teams to ensure they remain compliant and are updated specific to each market’s requirements.
  • Leads responses to form objections working with legal, state filings, operations, and other areas as needed.
  • Analyze state and federal mandates as they are passed and when applicable, participate in review to determine end to end impacts and approach (product, pricing, operations, etc.); Develop and implement approaches around changes that impact member contracts and other items as appropriate working with legal, actuarial and executives.
  • Collaborates with Marketing to create broker/member marketing materials as needed.
  • Identify potential issues and roadblocks to implementation from a benefits/product perspective early in the plan development process and support issue resolution as needed
  • Supports the development of new products through product launch
  • Provides expert content/professional leadership on complex Product Development assignments/projects.
  • Assists in the development and implementation of operational guidelines and objectives for the product portfolio.
  • Designs, executes, and manages mid-size projects.
  • Exercises considerable creativity, foresight, and judgment in conceiving, planning, and delivering initiatives. Uses deep professional knowledge and acumen to advise functional leaders.
  • Focuses on providing thought leadership within Product Development but works on broader projects, which require understanding of wider business. Recognized internally as a subject matter expert.

Qualifications

  • Bachelor’s degree with 5+ years of relevant experience in healthcare insurance, or 10+ years of equivalent experience in healthcare insurance.
  • Prior experience with IFP product filings strongly preferred.
  • Strong knowledge of ACA, Stand Alone Dental, and Individual & Family Plan products, including applicable regulations, rules, and market requirements.
  • Solid understanding of CMS and state filing requirements, terminology, and regulatory environments for ACA and Stand Alone Dental plans.
  • Experience developing, reviewing, and maintaining customer contract language and supporting responses to form objections.
  • Ability to analyze state and federal mandates, assess business impacts, and support implementation across product, pricing, operations, and member materials.
  • Experience supporting new product development and product launch activities within a regulated environment.
  • Demonstrated ability to identify gaps, develop solutions, and effectively implement change.
  • Strength in gaining consensus across multidisciplinary teams, including internal and external partners.
  • Ability to work effectively within a complex and rapidly changing regulatory environment.
  • Excellent verbal and written communication skills, with strong Microsoft Office suite proficiency.
  • Working knowledge of the HighRoads platform and/or other product management systems.
  • Strong organizational and time management skills, with the ability to manage multiple projects simultaneously.
  • Ability to work independently while also building strong working relationships within a matrix organization.
  • Proven ability to provide mentorship and support to junior-level analysts.
  • Detail-oriented with strong professional judgment and problem-solving skills.
