The devolved government for Scotland has a range of responsibilities that include: the economy, education, health, justice, rural affairs, housing, environment, equal opportunities, consumer advocacy and advice, transport and taxation.

We currently have an opportunity for a Technical Delivery Manager to join our Digital Services team. This role will suit someone who is confident taking accountability for the performance of a delivery team and ensuring outcomes are achieved.

At this level, you will build and maintain teams, making sure they are motivated, collaborating effectively, and focused on delivering digital services. You will identify and remove obstacles, keep delivery momentum, and prioritise what matters most.

You will work in line with Social Security Scotland’s delivery strategy and project management principles, and closely with a range of internal technical teams, suppliers, and stakeholders. You will have responsibility for coordinating the delivery of digital products and services across key platforms, ensuring technology is used to deliver high-quality business services for clients and colleagues.

The complexity and scope of delivery will vary depending on the programme or service area, but in every case, you will play a central role in ensuring successful delivery across the Agency’s portfolio of change.

A Technical Delivery Manager is accountable for the performance of the team. At this role level, you will:

  • Build and maintain teams, ensuring they are motivated, collaborating and working well
  • Identify obstacles and help the team to overcome them
  • Focus the team on what is most important to the delivery of products and services
  • Encourage and facilitate continuous improvement of the delivery team
  • Coach and mentor both team members and others to apply the most appropriate Agile and Lean tools and techniques
  • The complexity or breadth of products or teams will vary in this role, depending on the context

Responsibilities

  • Apply and adapt effective delivery methods.
  • Promote continuous improvement and resilience.
  • Support teams in tracking delivery outcomes.
  • Manage supplier and stakeholder relationships.
  • Understand government processes and third-party dependencies.
  • Manage stakeholder expectations and communication.
  • Ensure compliance with service standards.
  • Manage delivery priorities, pace and progress as well as proactively manage risks, issues and dependencies.
  • Coach teams in adopting effective delivery practices.
  • Use data to inform planning and decisions and resolve blockers and delivery challenges.

Success Profiles

We use an assessment framework called ‘Success Profiles’ which lists the elements we test and provides detailed descriptions of each. Find out more about the framework here.

For this post, the following Success Profile elements will be assessed:

  • Practitioner-level ability in Agile and Lean practices, adeptly showing and comparing processes, fostering experimentation, resiliently adapting, and reflecting, employing a blended approach depending on the context, measuring, and evaluating outcomes, and helping teams in managing and visualizing outcomes effectively.
  • Practitioner-level ability in communicating between technical and non-technical stakeholders, adeptly interpreting their needs, managing stakeholder expectations, handling both active and reactive communication, and supporting or hosting difficult discussions within the team or with diverse senior stakeholders.
  • Practitioner-level ability in planning, understanding the environment and prioritizing tasks, using data, managing dependencies, supplying delivery confidence, addressing blockers, and ensuring ability planning for teams.

Behaviours:

  • Leadership - Level 3

You can find out more about Success Profiles Behaviours here.

Technical Skills:

This role is aligned to General Delivery Manager within the Government Digital and Data Profession.

Please review the following to understand the skill expectations: Delivery Manager - Government Digital and Data Profession Capability Framework

These skills will be tested during the Technical Assessment if you are successful at sift stage. They will not be assessed at application stage.

How to Apply

Apply online, providing a CV and Supporting Statement (of no more than 750 words) which provides evidence of how you meet the Experience and Behaviours listed in the Success Profiles above.

Artificial Intelligence (AI) tools can be used to support your application, but all statements and examples provided must be truthful, factually accurate and taken directly from your own experience. Where plagiarism has been identified (presenting the ideas and experiences of others, or generated by artificial intelligence, and presented as your own) applications will be withdrawn and internal candidates may be subject to disciplinary action.

Please see our candidate guidance for more information on acceptable and unacceptable uses of AI in recruitment.

Should a large number of applications be received, an initial sift may be conducted using the CV and Supporting Statement on the first Experience criteria. Candidates who pass the initial sift will have their applications fully assessed.

Please note: there may be a telephone interview prior to the final interview stage.

Successful candidates will be invited to a competency based interview which will assess the Experience and Behaviours, and a technical assessment comprising a short presentation which will assess the Technical Skills. Full details of the interview and assessment process will be shared with shortlisted candidates once the sift has been completed.

We aim to provide feedback on request. However, if we receive a large number of applications it may not be possible for us to provide specific feedback on your application. We will provide feedback on request to candidates who attend an interview/assessment.

Expected Timeline (subject to change)

Sift - week commencing 9th November

Interview - week commencing 30th November

Location - In Person in either Dundee or Glasgow
