Its systems run courts, permitting, tax assessment, public safety and payments for thousands of local governments. The company is the largest United States vendor focused solely on government software.

Description

Tyler Technologies is looking to hire for a Senior Business Analyst that will server as a senior functional delivery and operational readiness lead supporting the California Department of Parks and Recreation (DPR) account. This role partners with DPR stakeholders and teams across Tyler to translate business needs into clear, actionable requirements and support successful delivery from requirements definition through validation and operational readiness. The role requires independent judgment across complex transactional systems, client operations, and contractual obligations. This position serves as the contractual Functional Lead for the California DPR account.

Responsibilities

Business Analysis & Requirements

  • Lead and support requirements elicitation, analysis, documentation, and validation with DPR stakeholders and Tyler teams. Facilitate functional working sessions to understand business needs, processes, business rules, data needs, dependencies, constraints, and acceptance expectations. Ensure requirements are clear, complete, testable, and traceable through delivery and acceptance.
  • Support development and review of Business Requirements Documents (BRDs), requirements traceability, acceptance criteria, process documentation, and other functional artifacts. Support contractual requirement clarification and alignment for applicable M&O RTM items.
  • Assess functional and operational impacts of requirements and business process changes, including potential impacts to pricing, fees, transactions, revenue, reporting, reconciliation, and downstream business processes, engaging the appropriate Tyler teams when specialized analysis is required.

Functional & Solution Alignment

  • Partner across Tyler divisions and departments to evaluate approved requirements against existing functionality, business rules and configurations, product capabilities, roadmap alignment, technical dependencies, and potential delivery approaches.
  • Provide functional and systems analysis to support solution assessments and enhancement decisions. Identify gaps, assumptions, dependencies, operational impacts, and areas requiring additional business clarification or governance decisions. Support root-cause analysis when operational issues require functional, configuration, or business-process investigation.

Enhancement & Operational Readiness

  • Coordinate functional analysis and readiness activities for enhancements and operational initiatives. Support intake and clarification of business needs, functional impacts, acceptance expectations, and dependencies before work advances into delivery.
  • Maintain visibility into functional items requiring clarification, assessment, validation, or stakeholder decisions and support continuity of remaining contractual obligations and M&O RTM activities.

UAT, Validation & Release Readiness

  • Coordinate functional readiness and User Acceptance Testing (UAT) activities for approved initiatives and releases. Confirm requirements and acceptance criteria are sufficiently defined, support development of test scenarios and validation expectations, and maintain traceability between requirements and testing.
  • Support disposition of functional findings, distinguish defects, configuration or business-process issues, contractual obligations, and new or changed requirements, and provide functional readiness input for release and production-readiness decisions. Support post-deployment validation to confirm delivered functionality aligns with the approved business outcome.

Client & Cross-Functional Partnership

  • Serve as a trusted senior functional partner to DPR stakeholders and collaborate across Tyler divisions and departments to support coordinated delivery and problem solving. Independently facilitate complex client discussions, clarify tradeoffs, and route decisions through the appropriate account governance.
  • Facilitate discussions focused on business outcomes, requirements, functional decisions, and readiness. Communicate complex functional information clearly across business and technical audiences and help ensure DPR experiences Tyler as a coordinated One Tyler team.

Governance & Documentation

  • Maintain functional traceability and documentation in accordance with established account governance processes. Ensure key requirements, decisions, assumptions, dependencies, acceptance criteria, and validation outcomes are documented.
  • Apply sound judgment to resolve functional ambiguity, identify risks and dependencies, and determine when decisions require escalation and support required governance, delivery, and closeout documentation.

Qualifications:

Required

  • 8+ years of progressively responsible experience in business analysis, systems analysis, enterprise SaaS implementation, or a similar functional technology role, including demonstrated functional ownership of a complex production system.
  • A minimum of five (5) years of experience leading large-scale government IT system integration projects of similar scope and complexity to California DPR’s statewide recreation services and reservation system.
  • Comparable projects must meet at least two of the following criteria: 1,000 or more system users; a parks client (state, national, city, or county); 500,000 or more visitors and/or park staff using the system; or project cost of at least $5 million, excluding hardware, licensing, Maintenance & Operations, and data center/hosting costs. Candidates must be able to document relevant leadership duties, project scope, dates, and client references for qualification verification.
  • Demonstrated experience delivering or supporting enterprise software for state government clients, including work within contractual requirements, formal acceptance processes, change control, or ongoing Maintenance & Operations responsibilities.
  • Demonstrated experience eliciting, analyzing, documenting, and validating business and functional requirements.
  • Experience facilitating requirements workshops and cross-functional working sessions with business and technical stakeholders.
  • Experience developing requirements, business rules, process flows, acceptance criteria, and traceability documentation.
  • Experience supporting UAT, functional validation, and release readiness in a production or Maintenance & Operations environment, using requirements traceability and formal change control.
  • Demonstrated ability to translate business needs for technical and product teams and communicate solution considerations to business stakeholders. Experience analyzing end-to-end transactional workflows, including payments, fees, refunds, reconciliation, and downstream reporting.
  • Strong analytical, facilitation, documentation, communication, and stakeholder-management skills.
  • Ability to manage multiple concurrent priorities and work effectively across organizational boundaries.
  • Bachelor's degree or equivalent relevant professional experience.

Preferred

  • Experience working within a managed-services or Maintenance & Operations environment.
  • Experience with requirements traceability, formal change control, release management, and operational governance.
  • Experience with reporting, analytics, integrations, configurations, or data-intensive business processes.
  • Familiarity with transactional systems, pricing, payments, financial reporting, reconciliation, or revenue-related business processes.
  • Familiarity with Agile/SAFe delivery practices and structured project governance.

How This Role Works Best

  • The ideal candidate thrives in a collaborative, fast-paced environment and is comfortable working across business, functional, and technical teams. Success in this role requires strong analytical thinking, curiosity, attention to detail, and the ability to bring structure and clarity to complex business needs. The candidate must be able to quickly learn the client’s operating model and business rules, assess impacts across interconnected systems, and work effectively when requirements or ownership are unclear.
  • Candidates should be comfortable using modern business analysis and collaboration tools, including AI-enabled tools, to support requirements analysis, research, documentation, meeting synthesis, process development, and day-to-day productivity. The successful candidate understands how to use AI thoughtfully and efficiently while applying professional judgment, validating outputs, and maintaining appropriate data and information-handling practices.
  • A professional, solution-oriented communication style is essential, along with the ability to facilitate productive discussions, ask effective questions, and build strong working relationships with client stakeholders and teams across Tyler.

Location Statement

This is a hybrid position supporting the California Department of Parks and Recreation (DPR). Candidates must be able to consistently align with Pacific Time working hours to support the California DPR account and collaborate with client and Tyler teams during core business hours. Availability for onsite work at DPR headquarters in Sacramento and other client locations may be required on a mutually agreed schedule.
