In Azerbaijan, UN Women works with government, civil society organizations, academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2026-2028. Enhancing women’s economic empowerment is one of the key areas of UN Women’s work in Azerbaijan. The WEE portfolio focuses on key priority areas such as (1) transforming care systems, (2) advancing women in the world of work, (3) partnership with the private sector, including implementation of the Women’s Empowerment Principles (WEPs) and (4) promoting gender-responsive climate action, alongside cross-cutting issues including social norms, financing for gender equality, and gender-responsive macroeconomic policies.

The Programme Analyst for Women’s Economic Empowerment (WEE) is expected to contribute to the WEE portfolio of UN Women in Azerbaijan, which a specific focus on implementing projects related to women in the world of work, including private sector engagement, such as the project “ Advancing Women’s Economic Empowerment and Resilience through Private Sector Engagement Anchored in the Women’s Empowerment Principles (WEPs) in Azerbaijan ”, operating under the following Outcome:

Outcome 1: Women’s economic empowerment and resilience in Azerbaijan are strengthened as private sector actors adopt and institutionalize WEPs-aligned policies and practices, supported by strengthened capacity development, technical support and an enabling policy and institutional environment.

Reporting to Regional WEE Programme Specialist (based in Tbilisi, Georgia), the Programme Analyst contributes to the effective management of UN Women programmes in Azerbaijan by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women in Azerbaijan, Georgia Country Office, and relevant UN Women staff in the Regional Office (Istanbul) and HQ (New York), as well as a various range of stakeholders including government officials, private sector, civil society, trade unions, academia, think-tanks, representatives of the project’s donors, other multi- and bi-lateral donors ensuring successful UN Women programme implementation under the WEE portfolio.

Scope of Work:

1.Contribute technicallyto the development of programmestrategies in the area of Women’s Economic Empowerment

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives; and
  • Identify areas for support and intervention related to the programme.

2. Provide substantive support to the WEE Programme Specialist to ensure timely, effective, and results-oriented implementation of the WEPs project, in line with the approved project document.

  • Leading and coordinating day-to-day implementation of project activities in Azerbaijan to ensure delivery of planned results and alignment with project goals;
  • Monitoring financial and programmatic progress using results-based management tools, ensuring adherence to the approved budget, and preparing high-quality inputs for donor and UN Women reports on activities, outputs, and outcomes;
  • Maintaining strong partnerships with national stakeholders, including government entities, CSOs, private sector, and development partners, to facilitate effective implementation and strategic expansion of project interventions;
  • Coordinating and delivering advocacy and knowledge initiatives, including campaigns, events, trainings, workshops, and knowledge products, to amplify the project’s visibility and influence.

3. Provide substantive technical support to the implementation and management of theWomen’s Economic Empowermentprogramme

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports; and
  • Train partners on Results Based Management and monitor implementation.

4. Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products;
  • Maintain relationships with national partners to support implementation and expansion of the Women’s Economic Empowerment programme; and
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

5. Provide technical inputs to the monitoring and reporting of the programme/project

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes; and
  • Provide substantive inputs to the preparation of donor and UN Women reports.

6. Provide substantive technical inputs to the management of people and finances of theWomen’s Economic Empowermentprogramme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports.

7. Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; and
  • Participate in donor meetings and public information events, as delegated.

8. Provide technical support to inter-agency coordination onWomen’s Economic Empowermentto achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the WEE Programme Specialist and the Representative on inter-agency coordination related activities by drafting background reports and briefs.

9. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Women’s Economic Empowerment;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products; and
  • Coordinate the development of knowledge management methodologies, and products on Women’s Economic Empowerment.

10. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

Minimum Qualifications:

Education and Certification:

  • Master’s degree or equivalent in economics, social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree (4 years of experience in case of BA degree).
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 2 years (or 4 years in case of BA degree) of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in the engagement of the private sector to serve women’s economic empowerment in Azerbaijan is required.
  • Experience in providing technical support to the private sector on women’s economic empowerment is required.
  • Experience coordinating and liaising with government agencies and/or donors is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Languages:

  • Fluency in English is required.
  • Fluency in Azerbaijani is required.
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
