Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background
The United Nations Development Programme (UNDP) in Sierra Leone supports the United Nations system through its integrated offer, using a people-first approach centered on the ‘leave no one behind’ principle, and a human rights- and area-based development strategy. In alignment with the 2030 Agenda, National Development Plan, United Nations Sustainable Development Cooperation Framework, the African Union Agenda 2063, the programme seeks to reduce multidimensional poverty and enhance justice, peace, social cohesion, and resilience with its focus on two pillars: (a) People-centered sustainable development and resilience, prioritizing people’s well-being and planetary health and (b) Inclusive governance, peace, and prosperity, embodying harmonious development, effective resource management, and equitable governance. Furthermore, the UNDP comparative advantage includes leveraging global and regional partnerships, working across economic, social, and environmental goals, strengthening good governance, and providing technical and policy-oriented support, all while ensuring national ownership for sustainable outcomes.
In 2025, UNDP signed an agreement with the United Nations Multi-Partner Trust Fund Office (MPTFO) to implement the project activities under Spotlight Initiative 2.0 in Sierra Leone. Within this framework, UNDP serves as the hosting agency for the Programme Coordination Team, which is embedded in UNDP and supported administratively by the Country Office. The team consists of a Programme Coordinator, an M&E and Knowledge Management Specialist, a CSO and Advocacy Analyst, and Operations Analyst Administration and Finance).
The Spotlight Initiative 2.0 Programme in Sierra Leone seeks an Information Management and Data Analyst with expertise in data harmonization and information systems to maximize the Programme impact. The Analyst will manage data flows across four UN agencies (UNDP, UNICEF, UNFPA and UN Women), strengthen information management systems, and contribute directly to improved reporting, accountability, coordinated multi-sectoral responses, and clear measurement and communication of Spotlight Initiative results. He /She will be instrumental in ensuring the Initiative’s interventions are evidence-based, measurable and effectively coordinated-helping safeguard survivors, strengthen service systems, and accelerate progress toward ending violence against women and girls in Sierra Leone.
Duties and Responsibilities
The Information Management and Data Analyst will be responsible for the following tasks
Development and implementation of information strategies, systems and governance
- Support the development, implementation and monitoring of the P-MER and knowledge management plans, and ensuring that information management processes, tools and systems effectively contribute to and align with these frameworks;
- Establish and manage shared information repositories and contact/mail lists; ensure timely, secure dissemination of information across partners;
- Promote adherence to UN data protection and privacy standards; integrating secure and ethical use of digital tools;
- Support the development and application of basic data governance rules for the programme, including simple information-sharing protocols, clear roles and responsibilities, and measures to protect sensitive data;
- Assist programme governance bodies (e.g. National Steering Committee, Technical Committee, Civil society national reference group, and outcome results groups) by preparing concise updates on data-related issues, helping to agree on who is responsible for what, and ensuring these decisions are reflected in the programme’s tools and procedures.
Mapping, analysis and needs assessment
- Map actors working on VAWG and harmful practices (national, international, local and community-based);
- Conduct periodic multi-sectoral service mapping and referral pathway assessments, capturing service types, locations, contact details and entry points;
- Analyze service mapping and secondary data to identify gaps in availability, accessibility and quality, and areas of duplication; produce recommendations to strengthen response systems.
Ensure Data quality, monitoring and reporting
- Assist in Tracking key performance indicators and support regular Data Quality Assessments (DQAs) to verify accuracy, reliability and completeness of implementing partners’ data;
- Support in the harmonization of data standards and reporting templates across partners to enable consolidated, comparable programme reporting.
Data products, visualization and communication
- Design and produce user-friendly data visualizations (dashboards, fact sheets, infographics, maps) that not only communicate programme trends and impact to internal and external stakeholders, but also synthesize and highlight key lessons learned, emerging good practices and evidence, in line with the programme’s KM Plan;
- Present IM findings and briefings at Spotlight Initiative coordination meetings and contribute to advocacy and communication materials (talking points, briefing notes), while also documenting, packaging and disseminating lessons learned and good practices to support organizational learning, adaptive management and knowledge sharing across stakeholders.
Facilitate capacity building, knowledge sharing and partnership
- Assess data management capacity of implementing partners; provide technical assistance, mentoring and training on standardized tools, ethical data collection and reporting;
- Foster collaborative relationships with the programme recipient UN organizations, as well as government and civil society partners to ensure a unified, multi-sectoral approach to VAWG data and reporting;
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Information Management, Political Science, Economics, Development Studies or another closely related field is required. Or
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience;
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in information management and data analysis within the development sector;
Desired Skills
- Experience in interagency coordination and collaboration within the UN system;
- Previous experience working on the Spotlight Programme Initiative;
- Previous working experience in least developed and developing countries;
- Proven experience in partnership, stakeholders’ engagement and coordination;

- Experience and practical knowledge of ethical GBV data handling, confidentiality and survivor-centred approaches;
- Advanced proficiency in the Microsoft Office Suite, specifically MS Excel (complex formulas, pivot tables, data cleaning, and data linking);
- Solid hands-on experience with mobile/digital data collection tools and survey software (e.g., Kobo Toolbox, Open Data Kit (ODK), or similar platforms.
