Vantor’s Government Services teams support government customers through critical programs that require specialized technical and operational talent. The Senior Manager, Government Services Talent Acquisition will lead recruiting for these programs, translating contract requirements and workforce needs into hiring plans and building pipelines for engineers, technical professionals, mission operators, and program leaders.

The Senior Manager will lead the recruiting team while managing a reasonable requisition load for complex technical and cleared positions. The role requires direct experience staffing government contracts and partnering with program, contracts, security, finance, and hiring leaders to build the workforce needed to support program delivery.

This role is a strong fit for someone who wants to connect their recruiting work to the people, programs, and capabilities that support government customers and high-priority missions. This role will be located in the Herndon, VA office three days per week and from home the other days.

Government Services and Contract Staffing

• Develop recruiting plans based on awarded and funded government contracts, program requirements, labor categories, staffing plans, and hiring timelines.
• Partner with Program Management, Contracts, Capture, Finance, Security, and HR to understand contract requirements and staffing constraints.
• Translate statements of work, performance work statements, labor categories, customer requirements, clearance needs, and program start dates into candidate profiles and search strategies.
• Track staffing needs against program funding, contract periods of performance, option periods, modifications, customer approvals, and planned start dates.
• Recruit candidates who meet applicable technical, experience, clearance, certification, citizenship, location, and availability requirements.
• Identify staffing risks that could delay contract start dates, program delivery, customer commitments, or funded hiring plans.
• Support new contract mobilizations, recompetes, expansions, and other changes in government program staffing needs

Required Qualifications

• 8 or more years of experience in talent acquisition, recruiting, or executive search.
• 3 or more years of experience managing recruiters, recruiting teams, or multiple recruiting workstreams.
• Demonstrated experience staffing positions against awarded or funded government contracts or government-funded programs.
• Experience translating contract labor categories, statements of work, customer requirements, clearance requirements, and program timelines into recruiting plans.
• Experience recruiting technical roles and cleared or clearance-eligible talent.
• Experience in government services, defense, aerospace, intelligence, national security, government technology, or a related contracting environment.
• Experience managing full-cycle recruiting, including intake, sourcing, candidate assessment, interviews, offers, and hiring-manager coordination.
• Experience using an applicant tracking system and recruiting data to manage pipelines and hiring activity.
• Experience managing recruiter workload, staffing plans, schedules, or external recruiting support.
• Experience reporting recruiting progress, staffing risks, and hiring recommendations to senior leaders or cross-functional stakeholders.

Preferred Qualifications

• Experience supporting contract awards, program mobilizations, recompetes, contract modifications, option periods, or rapid program expansions.
• Experience recruiting for Department of Defense, intelligence community, space, satellite operations, cybersecurity, artificial intelligence, machine learning, software, systems engineering, or technical program roles.
• Experience recruiting candidates with Secret, Top Secret, TS/SCI, polygraph, or other program-specific access requirements.
• Experience with military transition programs, SkillBridge, veteran recruiting, technical associations, university recruiting, or cleared talent networks.
• Experience managing recruiting agencies, RPO providers, executive search firms, or recruiting contractors.
• Experience with Workday Recruiting, LinkedIn Recruiter, or similar recruiting technologies.
• Experience working with OFCCP, affirmative action, or other federal contractor recruiting requirements.
• Active security clearance or prior experience working in a cleared environment. An active clearance is not required unless the position requires access to classified information.
• Bachelor’s degree or equivalent experience.

Starting pay for this role will fall within the listed range and will be based on factors such as experience, qualifications, skills, location, and market conditions. Candidates who meet the minimum requirements for the role should not expect to receive compensation at the top of the range. The listed range reflects the expected pay for this position, and final offers will be determined based on each candidate’s experience, expertise, and alignment with the role.
