This position is part of a regional risk team but focuses on supporting the Vancouver Acute Community of Care. Reporting directly to the Executive Director, Risk Management, with a functional reporting relationship to the Vancouver Coastal Health (VCH) Director, Risk Management, Vancouver Acute, the Risk Manager is responsible for providing leadership in the management of clinical operational risk, both on a proactive basis with supporting organizational leadership, as well as with managing critical incident, high risk events and reviews for the organization. The Risk Manager is responsible for leading, and implementing departmental and organizational policies, procedures and practices which improve patient care and employee safety. Works directly with external legal counsel on claims, as well as with insurers on potential claims on behalf of the health authority.

As a Manager, Clinical Risk Management with Vancouver Coastal Health you will:

• Provide leadership and support to senior leadership, physicians and staff in ensuring that risk management strategies and processes are used to identify, analyze and mitigate risks.
• Advocate for and provide critical input into the planning, coordination and alignment of risk assessment processes. Support regional initiatives including the development of policies and decision support tools.
• Advise the VCH Patient Care Quality Office on the review and response to escalated complaints that place VCH at increased risk exposure.
• Support the Critical Incident Review process, and lead/guide clinical and operational leadership through chart reviews, staff interviews, identifying findings and recommendations, and ensure a systems approach and analysis is applied.
• Advise and support the Director with any issues that need to be raised with the Ministry of Health Risk partners (Adverse Event and Service Issue Reporting process).
• Provide consultative guidance and support as a subject matter expert to organizational committees, planning, operational and implementation groups.
• Provide consultation to program leaders and staff regarding complex clinical situations involving litigation, organizational, and reputational risk.
• Represent VCH in dealing with external legal counsel and insurers (Healthcare Protection Program through the Ministry of Finance/Treasury) in investigating and managing complex and high-risk claims involving patients/clients or the organization. Support and advise front line staff during the preparation for court, examination of discovery, or who are being subpoenaed as an expert witness. Partner with VCH Communications/Public Affairs regarding media stories, etc.
• Perform other related duties as assigned.

Qualifications

Education & Experience

• Master’s Degree in a Clinical Health Care field, Health Care Administration, Juris Doctor Degree or related discipline, plus five (5) to seven (7) years’ recent, related experience in progressive leadership roles with responsibility for leading organizational risk and critical incident management, or an equivalent combination of education, training and experience.
• Registration with the applicable College/Society/professional association as required for the profession, preferred.

Knowledge & Abilities

• Demonstrated ability to effectively and proactively coordinate strategies, systems, and processes to minimize risk to the organization through management of claims, providing risk advice and collaborating with others to proactively manage risk, and improve the quality and safety for VCH.
• Demonstrated technical and analytical expertise to assess and support risk and situation management activities, and to establish and implement risk management and quality improvement strategies to support the organization.
• Oversees, assists with, and/or conducts timely risk assessments in response to requests and consults with the appropriate leader concerning risk issues to support effective and timely remediation.
• Demonstrated ability to apply superior judgment and political expertise to communicate sensitive information, and effectively persuade and negotiate with a variety of internal and external stakeholders.
• Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
• Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups.
• Physical ability to perform the duties of the position.

Closing Statement

This position is 5 days per week in office. As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks.
