Summary

The Information Technology Officer (IT Officer) manages, maintains, and improves VillageReach’s information technology infrastructure in the Democratic Republic of the Congo. The incumbent provides quality technical support to users, ensures the availability and security of information systems, administers equipment and networks, and ensures compliance with the organization’s technology and cybersecurity standards.

The position directly contributes to the effective operation of national and provincial offices, including those in rural areas, by ensuring reliable, secure, and high-performing IT infrastructure.

Essential duties and responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.

Responsibilities

A. IT Support

  • Provide first- and second-level technical support for hardware, software, networks, and collaboration tools.
  • Diagnose and resolve hardware and software incidents in a timely manner.
  • Install, configure, and maintain computers, printers, peripherals, and other equipment.
  • Maintain a high level of satisfaction among internal users.

B. Network and Systems Administration

  • Design, install, administer, and optimize local area networks (LANs), wireless networks, and internet connections.
  • Ensure the availability, performance, and continuity of IT services.
  • Monitor system performance and proactively intervene to minimize disruptions.
  • Collaborate with the global IT team during infrastructure deployments, upgrades, and improvements.

C. Information Security

  • Implement and maintain security measures protecting systems and data from unauthorized access, cyberattacks, and other threats.
  • Administer user accounts, access rights, and permissions across Microsoft 365, SharePoint, and other platforms.
  • Conduct regular user access audits.
  • Raise staff awareness of cybersecurity best practices, including phishing prevention, secure password management, and data protection.

D. Data Backup and Business Continuity

  • Perform regular system and data backups.
  • Participate in the implementation and testing of disaster recovery plans.
  • Ensure data availability and integrity in accordance with VillageReach policies.

E. IT Assets and Inventory Management

  • Manage the full lifecycle of IT assets, from acquisition to disposal.
  • Maintain up-to-date inventories in Asset Panda and local registers; conduct periodic physical inventories.
  • Ensure efficient management of equipment and consumable stock to prevent stockouts, losses, and overstocking.
  • Coordinate the receipt and distribution of equipment to provincial offices, ensuring reliable documentation of asset movements.

F. Technology Infrastructure and Provincial Sites

  • Install and maintain office surveillance and security systems.
  • Deploy, install, and maintain Starlink kits in offices, including rural locations; manage subscriptions and vendor relations.
  • Organize the transportation, installation, and commissioning of IT equipment in provincial offices.

G. Procurement Support and Vendor Management

  • Support the Procurement team in developing technical specifications in accordance with VillageReach standards.
  • Participate in the technical evaluation of vendor proposals.
  • Monitor maintenance contracts, warranties, and services provided by IT vendors.

H. Documentation, Reporting, and Continuous Improvement

  • Maintain up-to-date documentation related to infrastructure, network configurations, and technical procedures.
  • Produce regular reports on incidents, equipment, assets, and performance indicators.
  • Collaborate with global IT teams as well as Operations, Finance, Human Resources, Procurement, and Program teams.
  • Identify and recommend improvements to systems, processes, and digital tools; participate in digital transformation initiatives.

Requirements

Supervisory Responsibilities:

This position directly supervises up to [1] employee.

Education & Experience

· Bachelor’s degree or equivalent in Computer Science, Information Technology, Networking, Computer Engineering, or a related field.

· At least three (3) years of progressively responsible experience in IT support and systems administration.

· Hands-on experience with Microsoft 365, SharePoint, Windows, computer networks, and cloud solutions.

· Experience managing multi-site IT infrastructure.

· Experience working with an international NGO or humanitarian organization is an asset.

· Experience deploying Starlink solutions is an asset.

· Microsoft, Cisco (CCNA), CompTIA, ITIL, or cybersecurity certifications are an asset.

Other Qualifications

· Strong knowledge of information systems, networks, and infrastructure, with proficiency in Microsoft 365 and SharePoint.

· Good understanding of cybersecurity principles, with strong analytical and problem-solving skills.

· Strong organizational skills, attention to detail, and the ability to manage multiple priorities simultaneously.

· Excellent communication and customer service skills, with a strong team spirit.

· Ability to work independently in multicultural environments.

· Good working knowledge of professional English.

Languages

· Excellent command of French, both written and spoken.

Working Conditions

· Frequent travel throughout the provinces of the Democratic Republic of the Congo, including remote areas.

· Occasional availability outside normal working hours for critical operations.

Environment and Physical Demands:

VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our USA office and our Country Offices and location of other global staff, we have established core collaboration hours between 6am Pacific Time and 18:00 South Africa Time (GMT+1) Monday through Thursday. All staff, regardless of location are expected to be available between these hours. During Daylight Savings Time, this allows for 12 hours per week (3 hours/day) of collaboration time and during Standard Time, 8 hours (2 hours/day). We do not hold cross-office meetings on Friday.

Include how much time (90%) of the work is spent sitting, versus standing and what physical demands will be asked of a person. Include what weight (no weight) will need to be lifted and vision requirement. Also include any other environmental conditions.

Regular business travel may be required, including travel to rural or hard-to-reach areas, depending on program needs.
