About this Role

We are seeking an OSS Fulfilment Engineering Lead to lead the development team responsible for designing, building and operating software components and integrations that support fulfilment journeys across multiple markets. The role combines technical leadership, delivery governance, stakeholder management and continuous improvement, ensuring high standards of quality, efficiency and operational excellence across the OSS Fulfilment application landscape. The position is based in Bucharest and reports to the Senior Manager OSSFF Design & Development

What you’ll do

Lead end-to-end delivery of OSS Fulfilment developments, from requirements through to deployment.

Own technical planning, sprint and release coordination, and oversee quality gates including reviews, testing and CI/CD practices.

Ensure solutions comply with domain architecture principles, security requirements and operational standards.

Drive simplification, reuse and consolidation initiatives across the fulfilment portfolio.

Coach and support software developers, manage team priorities and help remove delivery impediments.

Collaborate with Solution Authorities, Business Analysts and Operations teams to clarify requirements and ensure successful delivery outcomes.

Coordinate suppliers and development partners where external delivery involvement exists.

Communicate delivery status, risks and dependencies to governance forums and management stakeholders.

Present technical concepts, project updates and delivery outcomes to stakeholders, including senior management.

Ensure clear documentation and effective handover processes to operations and support teams.

Who you are

You hold an Engineering degree (Bachelor’s or Master’s) in Computer Science, Telecommunications or an equivalent discipline.

You bring 7+ years of experience in software development and OSS or telecom IT delivery environments.

You have a proven track record of leading software delivery teams and complex implementation programmes.

You have strong leadership, communication and stakeholder management skills and can build trust in matrix and multicultural environments.

You are customer-focused, organised and able to work effectively in dynamic environments.

You have extensive experience leading software development teams within enterprise or OSS/BSS environments and possess strong technical credibility across design, development, testing and deployment activities.

You have a strong technical foundation in Java application development and maintenance and can guide teams working on fulfilment and service order management solutions.

You have solid knowledge of Oracle database technologies, including SQL and PL/SQL, and can oversee delivery of database-driven applications.

You understand integration patterns and technologies commonly used in OSS environments, including JDBC, XML-based interfaces, HTTP/XML and SOAP services.

You have working knowledge of Shell scripting, automation practices and enterprise release and deployment processes.

You are familiar with technologies such as Oracle OSM, Spring Boot, XSLT and Java-based integration components.

You can lead teams through the full software delivery lifecycle, including design, development coordination, testing oversight, deployment planning and production support alignment.

You have experience managing quality gates, technical risks, stakeholder alignment and supplier delivery activities.

You understand Artificial Intelligence concepts and have experience promoting AI-assisted development practices within engineering teams while maintaining governance and quality standards.

You communicate effectively in English, both written and spoken.
