To support the planning phase including FLA and contractual processes, coordinate with the selected partner, and lead start-up activities, including inception planning, partnership orientation, coordination arrangements, and implementation readiness activities.

Under the overall supervision of the PGAAP Team Lead, Programme Associate (Disability Inclusion & Localization) will support the following responsibilities.

  • Support the review and finalization of Field Level Agreement (FLA) documentation, including partnership assessments, risk analysis, and compliance requirements, in close coordination with the NGO Partnerships Unit.

  • Support the establishment and management of partnerships with national-level OPDs for the implementation of disability inclusion and localization activities.

  • Review relevant WFP disability inclusion corporate guidance, Disability Inclusion Road Map commitments, UN Disability Inclusion Strategy (UNDIS 2.0) requirements, and existing assessment reports to inform project design and implementation.

  • Prepare inception and project planning documents, including workplans, implementation schedules, monitoring frameworks, and risk mitigation measures.

  • Coordinate and support the organization with/for persons with disabilities for Start-Up Workshop and other project initiation activities with the selected partner OPD.

  • Support the development and finalization of project implementation arrangements, including reporting requirements, coordination mechanisms, budget planning, and partnership deliverables.

  • Ensure alignment between project activities, partner workplans, budget utilization, and agreed project objectives.

  • Maintain regular liaison and coordination with WFP units, the selected partner OPD, and relevant stakeholders to facilitate a smooth project start-up and implementation process.

  • Identify and escalate implementation risks, bottlenecks, and partnership-related issues, and support the development of mitigation measures.

Additional competency

  • Support OPDs to strengthen safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), accountability mechanisms, and disability-inclusive participation practices as part of organizational capacity strengthening.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Completion of secondary school education. A post-secondary certificate inSocial Sciences, Development Studies, Disability Studies, Social Work, Humanitarian Action, Public Administration, Project Management, or other related fields is desirable.

Experience:

  • At least 6 years of progressively responsible experience in disability inclusion, localization, NGO/OPD capacity strengthening, partnership management, humanitarian programmes, community development, or related areas.

  • Operational experience with WFP is highly desirable.

  • Experience working with Organizations of Persons with Disabilities (OPDs), civil society organizations, NGOs, or community-based organizations is highly desirable.

  • Experience in conducting organizational capacity assessments, facilitating trainings, managing partnerships, or supporting grant implementation is an asset.

  • Experience promoting accessibility, disability inclusion, AAP, safeguarding, and PSEA within humanitarian or development programmes is desirable.

Languages:

  • Fluency in both oral and written English and Myanmar languages.
