Project Description
The Province of British Columbia is seeking a Project Manager - IM/IT Level 2 to lead the government-wide transition of payment card processing services from Toronto Dominion Bank (TD) to Fiserv Canada Ltd. The project covers in-person payment terminals, PIN pads, merchant account configurations, and approximately 50 online payment applications across government ministries, including BC Liquor Distribution Branch.
The successful consultant will manage project planning, vendor coordination, stakeholder communication, system integration, testing, migration, operational readiness, and PCI compliance.
Key Responsibilities
- Establish project governance, project plans, schedules, milestones, and risk registers.
- Coordinate government ministries, Fiserv, American Express, Liquor Distribution Branch, and third-party vendors.
- Manage merchant account setup, location IDs, financial coding, and payment reporting configurations.
- Coordinate the replacement of approximately 460 POS terminals and 1,000 PIN pads.
- Manage migration of approximately 50 e-commerce applications to the Fiserv payment gateway.
- Coordinate application testing, payment certification, integrations, production cutover, and issue resolution.
- Manage dependencies with the concurrent FIS Treasury Management System implementation.
- Establish user access, operational support processes, training materials, and chargeback/retrieval reporting.
- Coordinate PCI compliance requirements and readiness for the 2027 audit.
- Manage project budgets, change requests, resources, deliverables, and stakeholder expectations.
Requirements
Mandatory Requirements
- Minimum 3 years of project management experience within the last 7 years in one or more recognized project management knowledge areas.
- Undergraduate degree in a relevant field, such as business, science, information technology, engineering, or another technology-related discipline. Specified professional designations may be accepted as alternatives.
- Experience on at least 3 projects lasting 8 months or longer, with examples demonstrating stakeholder communication, coordination, and consensus building.
- At least 3 years managing multidisciplinary teams and developing feasibility studies, business cases, and Treasury Board submissions.
- Demonstrated experience preparing project charters and master project plans, conducting risk analysis, and coordinating internal resources and contractors.
- Experience managing change requests and budget requests involving costs, schedules, resources, deliverables, and project dependencies.
- Effective use of project management technology, such as Microsoft Project.
- Ability to manage projects involving multiple stakeholders, including government or broader public-sector organizations.
Preferred Skills
- PMP certification.
- Banking, financial services, or credit card industry project experience.
- Payment processing, merchant services, POS terminal deployment, or payment gateway migration experience.
- E-commerce application migration, system integration, testing, certification, and production cutover.
- Experience with financial reporting, general ledger interfaces, treasury management systems, and PCI compliance.
- Strong meeting facilitation, vendor management, issue resolution, and stakeholder communication skills.
- Proficiency in Microsoft Excel and PowerPoint.
- Experience preparing concise meeting notes, tracking action items, and facilitating decisions across diverse stakeholder groups.
