Terminal Controller| Marine Terminal

At World Fuel, we power industries and communities worldwide. We’re looking for a Terminal Controller to lead terminal operations in Gibraltar-coordinating safe, efficient, and compliant fuel movements while driving strong team performance and safety culture on shift.

What You’ll Do

Shift Leadership & Operations

• Act as Shift Leader, overseeing terminal operations to ensure safe and efficient performance
• Allocate resources and workloads across the shift based on operational demand
• Lead, coach, and develop Terminal Operators to ensure high performance and capability
• Act as the primary escalation point for operational issues, incidents, and decision-making

Fuel & Terminal Operations

• Oversee receipt, storage, and transfer of fuel products, including:
  • Vessel receipt and discharge operations
  • Transfers to company-owned and third-party vessels
  • Road tanker loading and unloading
• Ensure all activities are performed in strict accordance with SOPs and operational standards
• Monitor tank inventories, product temperatures, and blending activities
• Perform tank gauging and support month-end stock reconciliation
• Maintain accurate, real-time records of all product movements

Safety, Risk & Compliance (HSSEQ)

• Lead HSSEQ performance on shift, setting clear expectations and standards
• Drive a strong safety culture through visible leadership and proactive intervention
• Manage Control of Work activities, including:
  • Permit to Work systems
  • Risk assessments and hazard identification
• Act as Local Incident Manager (LIM) during incidents and emergencies
• Ensure compliance with ISPS security requirements and site protocols
• Lead response to incidents, near misses, and emergency situations
• Support investigations and continuous improvement initiatives

Maintenance & Continuous Improvement

• Conduct routine inspections and ensure findings are resolved or escalated
• Support minor maintenance activities and coordinate with engineering teams
• Maintain high standards of terminal housekeeping and asset condition
• Identify and drive opportunities for operational and safety improvements

Reporting & Stakeholder Collaboration

• Maintain accurate shift logs, operational records, and documentation
• Support reporting of terminal KPIs and performance metrics
• Collaborate with planning, administrative, and engineering teams

What We’re Looking For

Experience

• Proven experience in fuel terminal, marine, or bulk liquid operations
• Previous supervisory or shift leadership experience
• Strong experience working within strict HSSEQ frameworks

Skills

• Strong understanding of safe systems of work and risk management
• Confidence to lead teams and challenge unsafe behaviors
• Excellent communication and coordination skills
• Strong attention to detail and ability to operate under pressure
• Comfortable working at heights (up to 16m)
• Proficient in Microsoft Office (Excel preferred)

• Ability to work rotating shifts and flexible hours
• Strong team player with leadership capability in an operational environment
