CASE MANAGEMENT ANALYST-ECB Project

The Case Management Analyst will provide technical leadership and oversight for digital case management systems supporting children with disabilities under Every Child Belongs (ECB) Programme. The position will manage and strengthen the use of case data from the Disability Case Management System (DCMS) in Commcare and related case management platforms to ensure timely identification, registration, tracking, referral, follow-up, and closure of child protection and disability-related cases across all ECB implementation areas.

The role will ensure high-quality case management data, timely identification of issues, strengthen system utilization among frontline workers and partners, support evidence-based programming, and maintain compliance with safeguarding, child protection, disability inclusion, data protection, and organizational standards. The position will work closely with government social welfare officers, case workers, disability service providers, programme teams, and technical partners to improve outcomes for children with disabilities and their families.

Major Duties and Responsibilities

Case Management Oversight and Quality Assurance

• Monitor case registration, assessment, referral, follow-up, and closure processes.
• Review case records for completeness, timeliness, and quality.
• Ensure adherence to case management protocols, disability inclusion standards, and child protection guidelines.
• Track high-risk and complex cases requiring escalation.
• Support implementation of case conferencing and multidisciplinary responses.
• Review Parent Support Group (PSG) and quality assurance form submission, spot trends or errors, take appropriate action.

Data Management, Analysis and Reporting

• Maintain accurate and up-to-date case management databases.
• Conduct routine data quality assessments and verification exercises.
• Analyze case trends, service utilization, referral patterns, and programme outcomes.
• Generate periodic case management reports supporting decision-making and programme improvement.

Capacity Building and Technical Support

• Support the Learning and Capacity Building Specialist in training social workers, community case workers, partner organizations, and programme staff on the DCMS in Commcare and case management standards.
• Enhance existing training materials, user guides, and standard operating procedures.
• Provide ongoing coaching and mentorship based on identified gaps and regular assessment.

Referral Systems and Service Coordination

• Support partners to use the DCMS and maintain quality.
• Analyze forms submitted in the “Issues with CommCare” section of the app and take appropriate action. ,
• Monitor referral completion rates and service outcomes.
• Support inter-agency collaboration and service mapping exercises.
• Ensure key data is shared with partners

Safeguarding, Confidentiality and Compliance

• Ensure compliance with safeguarding policies and child protection standards.
• Promote ethical handling of sensitive case information.
• Monitor adherence to privacy and data protection requirements.
• Support safeguarding incident reporting and follow-up processes.
• Conduct periodic compliance reviews.

Learning, Innovation and Knowledge Management

• Document lessons learned and best practices.
• Support operational research and learning initiatives led by the Learning and Capacity Building Specialist.
• Support the MEAL Manager in organizing learning events
• Contribute to system improvements and digital innovation.
• Share evidence and recommendations for programme enhancement.

KNOWLEDGE, SKILLS AND ABILITIES

Minimum Education, Training and Experience Requirements

Academic Requirements:

• Bachelor's Degree in Social Work, Information Systems, Information Technology, Computer Science, Child Protection, Development Studies, Statistics, Data Science, Public Health, Monitoring and Evaluation, or related fields.
• Postgraduate qualification in Data Management, Child Protection, Information Systems, Public Health, Disability Studies, or related discipline will be an added advantage.
• Minimum 3 years of relevant professional experience in child protection, case management systems, information management, social work, disability programming, or related fields.
• At least 3 years of experience managing digital case management platforms such as Commcare or similar case management systems.
• Experience supporting child protection and disability-focused programmes.
• Demonstrated experience in database management, data analysis, and information systems administration.
• Experience working with government child protection systems and social welfare structures.
• Proven experience in managing confidential and sensitive information.
• Experience working with NGOs, INGOs, or donor-funded programmes.
• Strong analytical and problem-solving skills.
• Experience facilitating training and capacity-building initiatives.

License, Registration or Certification Required

• Professional registration with a recognized Social Work body where applicable is desirable.
• Certification in database management, information systems, data analytics, Comcare administration, or related fields is an advantage.
• Fluency in English required.
• Knowledge of local languages (Chichewa and Tumbuka) used within programme implementation areas is an advantage.

Preferred Experience:

• Experience supporting national child protection information management systems.
• Experience working with children with disabilities and vulnerable populations.
• Experience collaborating with government social welfare and child protection systems.
• Experience with donor-funded disability inclusion or child protection projects.
• Experience managing large datasets and digital transformation initiatives.
• Fluency in Chichewa and Tumbuka

WORK ENVIRONMENT

• Office and field-based position.
• Requires frequent travel (up to 40%) to ECB programme implementation districts.
• Frequent interaction with children, caregivers, social welfare officers, community structures, disability service providers, and partner organizations.
• Ability to work in rural and hard-to-reach areas.

Occasional travel for national and regional learning events
