Key Responsibilities:

MAJOR RESPONSIBILITIES

GAM Strategy and Coordination:

  • Lead the revision and roll out of the grants acquisition and management strategy / Business Plan (for both public and private) in alignment with NO, RO and SO strategy and targets.

  • In accordance with Global Strategy, GAM processes and the RO Business Planning Cycle, assist the PDQA Director and Senior Leadership Team (SLT) in setting realistic annual grant income projections.

  • Assess the GAM´s competencies to promote innovation cross functionally, agility and efficiency in the conformation of a high-level task forces for new resource acquisition for WVIB.

  • Lead/coordinate process to determine opportunity prioritization, human, and financial resource allocation, applying Go/No-Go decision criteria.

  • Provide day to day leadership and management to ensure timely and efficient support for prepositioning, proposal development and effective issue resolution in grant performance.

  • Provide innovative management guidance for new resources opportunities (businesses, social products, and others).

  • Track and report grant portfolio performance against income targets to PDQA Director and SLT.

Donor Identification, Engagement and Prepositioning:

  • Track the donor landscape (research, analyse, develop, track relationships with new and current donors) to organize and lead prepositioning meetings with donors

  • Actively engage and participate in strategic in country donor and partner meetings.

  • Identify and cultivate key relationships to strengthen WVIB’s positioning and elevate its profile.

  • In coordination with Communications Manager ensure the implementation of the global impact framework, and support the development of capacity statements, marketing and communication materials using the technical branding approach for donor engagement and prepositioning.

  • Facilitate relationships and build credibility with donors, using previous success and documented best practices in grant management.

  • Maintain an up-to-date record of current and potential donor requirements and be proactive in the lookout for local, regional, and global opportunities.

  • Develop and regularly update a Donor Engagement Plan that maps donor priorities against WVIB's strategic programme areas

Resource Development:

  • Recruit, onboard and manage competent Resource Development staff.

  • Establish and maintain an efficient grant opportunity tracking system for tracking grant opportunities and manage opportunity pipeline maintaining an overview of country level grant funding opportunities and donor trends.

  • Cultivate SO relationships, to ensure effective coordination as opportunities emerge for both public and private.

  • In coordination with SOs and cross functional teams, develop high quality concept notes and proposals that meet donor compliance and quality standards.

  • Support the PDQA director in the development and ongoing management of consortia.

  • Ensure the appropriate use of the Grants Risk Assessment Form to facilitate the Go/No Go Decision.

  • Provide strategic direction pursue non-traditional funding sources, including private sector and corporate partnerships, identifying emerging or untapped high potential donors and new emerging models.

  • Oversee proposal budget development, ensuring cost realism and alignment with donor and WVI financial guidelines.

Capacity Building:

  • Ensure all staff involved in grants, including the position holder have completed and are Proposal pro certified.

  • Lead, manage and provide capacity building support to employees in the team, & seconded staff by ensuring clear goals and accountabilities are established and achieved.

  • Ensure individuals’ performance and development needs are met, and employees are high performing and engaged.

  • Identify capacity gaps in grants acquisition and management.

  • Lead with the SOs and regional RDU, the roll out of the partnership grants acquisition training software (i.e. Proposal Pro) and the use of Horizon for opportunity tracking.

  • Develop a strong successor to be able to take up increasing grant management responsibility.

  • Foster a culture of learning, knowledge-sharing, and continuous improvement within the Resource Development team.

Representation at various fora:

  • To ensure appropriate representation of WVIB at strategic fora that could lead to resource acquisition and enhanced programming collaboration.

  • Represent WVIB in the grant’s community fora (internal and external to WV).

  • Participate in WV internal grant communities - GAM CoP, Fragile Context CoP, GAM Hubs and Global Grants Compliance Unit.

  • Build and sustain a professional network among donor representatives, peer agencies, and consortia partners to enhance WVIB's credibility and visibility.

QUALIFICATION/ KNOWLEDGE AND REQUIRED SKILLS

  • Minimum of 7 years of progressive experience in grant acquisition, with a strong preference for experience in complex/protracted emergencies and recovery operations.

  • Minimum of 3-5 years in a supervisory or management role, with demonstrated experience leading a team.

  • Proposal Pro or equivalent certification.

  • Excellent knowledge and experience managing government and multilateral agency grant-funded projects, including grant compliance procedures for major bilateral and multilateral donors.

  • Demonstrated track record in proposal development, funding acquisition, and grant management for major institutional donors (bilateral and multilateral).

  • Familiarity with the grant compliance and procedures of major donors, including the EU, World Bank, UN agencies, USAID/BHA, FCDO, Global Affairs Canada, DFAT, etc.

  • Proven experience and strong skills in budget development and cost-realism analysis.

  • Excellent written and verbal communication skills in French and English.

  • Excellent proposal and report writing skills in both French and English.

  • Strong understanding of the humanitarian-development-peace nexus and relevant financing frameworks.

  • Familiarity with Logical Framework (LogFrame), Theory of Change, and results-based management approaches.

  • Proficiency in budget development, financial analysis, and cost-effectiveness modeling.

  • Sound knowledge of donor rules, regulations, and compliance requirements across major bilateral, multilateral, and private funding mechanisms.

  • Proficient in MS Office Suite; experience with grants management systems (e.g., Horizon, Salesforce, or similar platforms) is desirable.

  • Demonstrated ability to build collaborative relationships with donors, partners, and colleagues at all levels.

  • Skilled at managing multiple concurrent proposal and deadlines with composure, without compromising quality.

  • Able to adjust swiftly to shifting donor landscapes, crises, or organizational changes while maintaining effectiveness and a positive outlook.

  • Works productively across diverse teams, fostering collaboration and shared knowledge at all levels.

  • Sound judgment and discretion in handling sensitive donor and partner information.

  • Strong attention to detail, particularly in proposal compliance, budget accuracy, and reporting timelines.
