WSP is seeking an experienced Quantity Surveyor (MEP) to join our team on a major infrastructure construction supervision project in Madinah. The successful candidate will be responsible for managing all MEP quantity surveying activities, including measurement, valuation, cost control, payment certification, and variation assessment across a complex infrastructure environment.

Working closely with the Resident Engineer, Construction Supervision Team, Contractors, and Client representatives, the Quantity Surveyor (MEP) will play a key role in ensuring accurate commercial administration and contract compliance throughout the project lifecycle.

Key Responsibilities

  • Review and verify MEP-related quantities based on approved drawings and project specifications.
  • Perform quantity take-offs, measurements, remeasurements, and quantity verification for infrastructure works.
  • Evaluate and assess variations, change orders, claims, and additional works in accordance with contract requirements.
  • Review contractors' interim payment applications and provide recommendations for certification.
  • Monitor project costs and ensure compliance with approved budgets and contractual provisions.
  • Verify completed work on site and coordinate with engineering and supervision teams regarding progress and measurements.
  • Review Bills of Quantities (BOQ), specifications, preambles, and contract documents to ensure accurate valuation of works.
  • Prepare cost estimates and quantity reports as required by the project.
  • Maintain records of measurements, payment certificates, variation orders, and cost reports.
  • Assist in the preparation of commercial correspondence and contractual documentation.
  • Coordinate with multidisciplinary teams to resolve commercial and technical issues related to MEP works.
  • Ensure all quantity surveying activities comply with project procedures, contract conditions, and industry best practices.
  • Bachelor's Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, or a related discipline.
  • Minimum 7-10 years of Quantity Surveying experience in tunnel and infrastructure projects, preferably on major infrastructure projects.
  • Strong multidisciplinary MEP knowledge covering:
    • HVAC Systems
    • Fire Fighting Systems
    • Electrical Systems (HV/MV/LV)
    • ELV Systems
    • Telecommunications
    • SCADA Systems
    • Wet Utilities including Potable Water, Sewerage, Stormwater, and Irrigation Networks.
  • Proven experience in quantity take-off, quantity verification, remeasurement, and assessment of scope changes based on approved drawings.
  • Extensive experience in reviewing and certifying interim payment applications and assessing variations under both Lump Sum and Re-measurable contracts.
  • Sound understanding of BOQ descriptions, Contract Preambles, and CESMM4 measurement principles.
  • Practical hands-on experience in MEP Quantity Surveying and post-contract commercial management activities is essential.
  • Demonstrated ability to evaluate contractor submissions, measurements, payment certificates, variation orders, and claims for infrastructure projects.
  • Proficiency in AutoCAD and advanced Microsoft Excel is mandatory.
  • Strong analytical, reporting, communication, and stakeholder management skills.
  • Previous experience working on construction supervision, PMC, or infrastructure consultancy projects in the Middle East is highly desirable.
  • Membership of a recognized professional body such as RICS or equivalent will be considered an advantage.

Essential Requirement: Given the multidisciplinary nature of the project, candidates must possess strong practical experience in MEP quantity surveying, commercial administration, payment certification, variation assessment, and post-contract cost management within large-scale infrastructure and tunnel projects.
