Salary: $190,000 - $211,000

Description: ACT1 Federal is seeking an experienced Strategic Operations Analyst - Industry Specialist to coordinate industry, port, and stakeholder engagement; strategic communications; executive actions; and cross-organizational follow-through in support of industrial base and fifth shipyard decisions. 

Responsibilities:  

Strategic and Operational Analysis:   

  • Analyze industrial-base strategies, operating models, implementation plans, governance, authorities, resources, schedules, dependencies, and measures of effectiveness.  
  • Translate senior-leader objectives into executable lines of effort, decision points, stakeholder responsibilities, milestones, and performance outcomes.  
  • Assess relationships among acquisition demand, production capacity, supplier readiness, infrastructure, workforce, technology, capital investment, logistics, and sustainment.  
  • Identify systemic constraints, cross-directorate dependencies, conflicting incentives, implementation gaps, and risks that could prevent desired industrial outcomes.  
  • Develop strategic alternatives and operational recommendations based on feasibility, cost, schedule, market response, implementation burden, and mission effect.  

Industry and Supplier Engagement:   

  • Assess prime contractor, supplier, and sector capabilities, operating conditions, investment incentives, capacity constraints, and readiness to meet Navy requirements.  
  • Support structured engagements, site visits, interviews, workshops, and data calls with authorized Government and industry stakeholders.  
  • Evaluate industry assertions, recovery plans, capacity-expansion proposals, supplier-development approaches, and investment requests against available evidence and demonstrated performance.  
  • Analyze lower-tier dependencies, sole-source exposure, long-lead materials, workforce limitations, capital needs, qualification barriers, and other sources of fragility.  
  • Identify opportunities for alternate sourcing, supplier development, demand stabilization, investment, infrastructure, workforce, technology, or acquisition action.  

Implementation and Executive Support:   

  • Develop implementation roadmaps, operating concepts, risk and issue registers, decision logs, action plans, stakeholder maps, and measures for tracking outcomes.  
  • Prepare executive briefings, industry assessments, decision memoranda, issue papers, alternatives analyses, and concise responses to senior-leader questions.  
  • Coordinate with DASN DIB directorates, Navy Secretariat organizations, resource sponsors, systems commands, program executive offices, program offices, counsel, comptroller, and other stakeholders.  
  • Monitor approved initiatives and recommend adjustments when performance, industry conditions, requirements, resources, or assumptions change.  

Requirements:  

  • Bachelor's degree from an accredited institution in business, engineering, operations management, supply chain, economics, finance, public policy, national security studies, or a related discipline.  
  • 12+ years’ experience in defense industry, strategic operations, industrial-base analysis, manufacturing, supply chain, acquisition, program management, or a closely related field.  
  • Demonstrated experience analyzing complex industry or operational problems and developing implementable strategies, operating models, recovery actions, or investment recommendations.   
  • Strong knowledge of defense acquisition and industrial operations, including relationships among demand, contracting, production, suppliers, workforce, infrastructure, capital, and program execution.  
  • Experience engaging senior Government and industry leaders and evaluating contractor, supplier, or sector capabilities and proposed solutions.  
  • Experience preparing executive briefings, strategic assessments, decision memoranda, implementation roadmaps, risk analyses, and senior-leader recommendations.  
  • Active Top Secret Clearance required.
