Description: ACT1 Federal is seeking an experienced Systems Engineer to provide requirements analysis, architecture, interface, systems integration, verification, advanced-manufacturing, and systems planning in support of industrial base and fifth shipyard decisions.
Responsibilities:
Systems Engineering and Requirements Analysis:
- Apply systems engineering principles to defense industrial base programs, initiatives, and emerging requirements involving production capacity, suppliers, shipyards, infrastructure, workforce, data, technology, and investment.
- Elicit, analyze, document, validate, and maintain mission, operational, functional, performance, interface, data, and implementation requirements.
- Decompose complex problems into manageable elements; identify dependencies, interfaces, constraints, assumptions, decision points, and measures of effectiveness.
- Develop requirements matrices, system and process models, interface descriptions, functional architectures, workflows, use cases, roadmaps, and traceability products.
- Evaluate whether proposed solutions, analytical methods, data sources, and implementation plans satisfy requirements and support intended mission outcomes.
Industrial Base Integration and Analysis:
- Integrate production, supplier, infrastructure, economic, financial, acquisition, workforce, and technology information into coherent baselines and analytical products.
- Support assessments of production constraints, supplier capacity, industrial resilience, shipyard alternatives, infrastructure needs, technology adoption, investment priorities, and recovery initiatives.
- Conduct alternatives analyses and trade studies addressing technical feasibility, operational utility, cost, schedule, risk, scalability, interoperability, and lifecycle considerations.
- Identify gaps, redundancies, conflicting assumptions, data limitations, and cross-directorate impacts that could affect implementation or senior-leader decisions.
- Develop performance measures and monitoring approaches that connect recommended actions to observable improvements in capacity, delivery, resilience, and execution.
Management Analysis and Decision Support:
- Analyze organizational structures, governance, processes, roles, responsibilities, and decision authorities affecting DASN DIB initiatives.
- Facilitate working sessions with Government, program, engineering, acquisition, financial, data, and industry stakeholders to clarify requirements and resolve integration issues.
- Prepare executive briefings, issue papers, decision memoranda, requirements packages, risk assessments, implementation plans, and responses to senior-leader questions.
- Maintain action, risk, issue, dependency, and decision tracking; monitor implementation progress and elevate matters requiring Government direction.
- Provide independent analysis while preserving Government responsibility for policy, requirements approval, funding, acquisition, source selection, and other inherently governmental decisions.
Requirements:
- Bachelor's degree from an accredited institution in systems engineering, engineering, industrial engineering, operations research, computer science, data science, mathematics, or a related discipline.
- 10+ years’ experience in systems engineering, management analysis, engineering analysis, program analysis, defense acquisition, industrial base analysis, or a closely related field.
- Demonstrated experience developing and managing requirements, performing functional or process analysis, evaluating alternatives, identifying interfaces and dependencies, and communicating technical findings.
- Experience integrating information from multiple technical and organizational disciplines into defensible recommendations for complex programs or initiatives.
- Working knowledge of systems engineering methods, requirements traceability, risk management, lifecycle analysis, process modeling, performance measurement, and implementation planning.
- Experience preparing and presenting analytical products to senior Government or industry leaders and facilitating multidisciplinary stakeholder discussions.
- Advanced proficiency with Microsoft Excel, PowerPoint, Word, and collaboration tools; ability to develop clear models, diagrams, matrices, dashboards, and executive-level products.
- Active Top Secret Clearance required.
