What will you do?

The Solution Architect leads the architecture, design and technical governance of application solutions across the Technology Solutions Office (TSO). Reporting to the Associate Delivery Director, the role translates business and user requirements into secure, scalable and maintainable solution architectures spanning web and mobile applications, integrations and cloud infrastructure. The role anchors solutioning in presales, sets architecture and coding standards, and guides delivery teams from concept through implementation, ensuring solutions meet client and public-sector compliance expectations.

• Design end-to-end solution architectures for web and mobile application systems, including application, data, integration and infrastructure views.
• Anchor presales solutioning: solution concepts, architecture proposals, effort estimation, PoCs and tender responses.
• Define integration architecture across applications, RESTful APIs / web services, back-end databases and cloud platforms.
• Set and enforce architecture principles, coding standards, design patterns and security best practices across delivery teams.
• Review designs and implementations; provide technical guidance and mentoring to tech leads and developers.
• Ensure solutions comply with contractual, security and public-sector requirements (e.g. IM8, PDPA).
• Evaluate technologies and platforms; balance capability, cost, performance and maintainability in architecture decisions.
• Build reusable reference architectures and accelerators; contribute to continuous improvement of TSO’s engineering practices.

Requirements

Domain Skills

• Solution and application architecture: web/mobile stacks (e.g. ReactJS, React Native, Node.js), microservices, RESTful APIs.
• Cloud architecture on AWS, Azure and/or GCP, including containerization (Docker, Kubernetes), CI/CD and DevSecOps practices.
• Data architecture: relational databases (PostgreSQL, MSSQL), data modelling and integration patterns.
• Application and infrastructure security architecture, including Singapore public-sector requirements (e.g. IM8, PDPA).
• Performance, scalability and cost engineering for large-scale application systems

Non-Domain Skills

• Strong communication and presentation skills; able to explain architecture decisions to clients and non-technical stakeholders.
• Consultative mindset with presales and client-engagement capability.
• Technical leadership, mentoring and cross-team collaboration.
• Analytical problem solving and pragmatic decision making under ambiguity.

Education and Certification

• Bachelor’s degree in Computer Science, Engineering, Information Technology or a related discipline.
• Cloud architecture certification (e.g. AWS Solutions Architect Professional, Azure Solutions Architect Expert); TOGAF; CISSP or equivalent security certification.

Working Experience

• Min. 10 years of IT industry experience, including 3+ years as a solution or technical architect for large-scale web/mobile application systems, with proven experience leading technical teams.
• Singapore public-sector project experience; presales solutioning and tender-response experience; exposure to AI-enabled and agentic AI solutions.
