POSITION SUMMARY

The Facilities Manager will lead the design, development, operational readiness, and long-term management of a strategically critical brownfield manufacturing site in Cavite, Philippines. With the site in early design, this role will shape facilities infrastructure, operating requirements, service strategies, and organizational capability from the outset. During the first six months, the manager will partner closely with Industrial Engineering (IE) and key stakeholders to develop the site design, build a capable two-shift facilities team from scratch, and select service providers to construct, commission, and maintain the facility. Once operational, the role will assume end-to-end accountability for facilities performance, reliability, compliance, cost, and continuous improvement. This is a high-impact opportunity for a fully capable, decisive leader who can operate autonomously and translate business needs into practical execution.

RESPONSIBILITIES

  • Lead facilities input to the brownfield site design in close collaboration with Industrial Engineering (IE), Manufacturing, EHS, Quality, IT, Security, and other stakeholders, translating production requirements into safe, compliant, maintainable, and scalable infrastructure.
  • Develop the facilities basis of design, utility requirements, capacity assumptions, technical standards, layouts, redundancy strategies, maintainability requirements, and lifecycle considerations for new and modified systems.
  • Provide decisive facilities leadership through design reviews, constructability and operability assessments, risk reviews, value engineering, scope decisions, and change control.
  • Build a two-shift facilities organization from scratch, including organization design, staffing plans, recruitment, onboarding, training, shift coverage, escalation protocols, and development of a safety-focused, high-performance culture.
  • Develop the facilities operating model, governance, procedures, maintenance strategy, asset hierarchy, spare-parts plan, work-management processes, and performance measures required for startup and steady-state operations.
  • Define service scopes and lead the evaluation, selection, mobilization, and governance of contractors and service providers responsible for construction, commissioning, maintenance, security, janitorial, waste, and specialist technical services.
  • Oversee facilities construction and installation activities, coordinating with project teams and suppliers to protect safety, quality, schedule, cost, technical compliance, and operational readiness.
  • Lead commissioning support, system acceptance, documentation turnover, training, defect resolution, and transition from project delivery into reliable operations.
  • Once operational, assume end-to-end accountability for buildings, utilities, critical infrastructure, maintenance, workplace services, compliance, emergency preparedness, business continuity, budgets, and capital planning.
  • Establish strong controls for EHS, Philippine regulatory and permitting requirements, building codes, audit readiness, contractor safety, and timely closure of risks and findings.
  • Drive reliability, cost effectiveness, energy and resource efficiency, service quality, and continuous improvement while maintaining the resilience required of a strategically critical site.

QUALIFICATIONS

  • Bachelor’s degree in Mechanical, Electrical, Industrial, Facilities, or a related engineering discipline; an advanced degree or relevant professional certification is advantageous.
  • 15+ years of progressive facilities leadership in complex, utility-intensive manufacturing-ideally electronics, semiconductor, or advanced manufacturing-with responsibility at a comparable scale.
  • Proven success leading brownfield design, major expansion, construction, commissioning, factory-startup, or production-ramp programs from early definition through stable operations.
  • Deep technical knowledge of manufacturing infrastructure and critical utilities, with sound judgment in design, capacity, redundancy, reliability, maintainability, risk, and lifecycle investment decisions.
  • Demonstrated ability to collaborate with Industrial Engineering and cross-functional partners while independently driving decisions, priorities, issue resolution, and execution.
  • Proven capability to build multi-shift facilities teams and operating systems from inception, including recruitment, training, maintenance readiness, governance, and emergency coverage.
  • Strong commercial and project leadership across consultant and contractor selection, service-provider sourcing, scope development, contracts, budgets, schedules, construction, commissioning, and operational handover.
  • Strong command of EHS management systems, Philippine regulatory compliance, permitting, emergency preparedness, business continuity, and risk-based asset management.
  • Executive presence, clear communication, and a hands-on, decisive leadership style suited to a high-accountability role with substantial autonomy.

SUCCESS PROFILE

The strongest candidate will combine the mindset of a designer, builder, operator, and leader. Success will be measured first by a practical, maintainable site design; timely formation of a capable two-shift team; effective selection and mobilization of partners; and disciplined readiness for startup. Long-term success will be defined by safe, compliant, reliable, and cost-effective facilities performance at a strategically critical site.
