Business Development Manager – Enterprise Application Solutions (GovTech)

We are seeking a Business Development Manager with experience in selling enterprise application development, application modernisation and managed IT services. The role involves developing strategic client relationships, identifying digital transformation opportunities, managing public sector tenders and driving revenue growth across enterprise and government accounts.

• Drive the full B2B sales lifecycle, including lead generation, prospect qualification, solution positioning, proposal development, commercial negotiation and deal closure.
• Develop sales pipelines for enterprise application services, including application development, legacy modernisation, cloud migration, system integration, application maintenance and managed services.
• Conduct client discovery and requirements analysis to identify business challenges, application transformation needs and IT service opportunities.
• Engage CIOs, CTOs, IT directors, procurement teams and business stakeholders to present technical solutions, service proposals and commercial value propositions.
• Manage RFI/RFP responses, tender documentation, solution proposals, pricing submissions and bid presentations for government and enterprise clients.
• Identify and pursue Singapore public sector opportunities through GeBIZ and relevant procurement channels.
• Work with solution architects, technical consultants and delivery teams to assess solution feasibility, resource requirements, project scope and service delivery models.
• Develop account plans, conduct market and competitor analysis, and identify opportunities for account expansion and recurring service revenue.
• Manage commercial negotiations, contract terms, service-level agreements (SLAs) and deal approvals.
• Maintain CRM records, sales forecasts, opportunity tracking and pipeline reports using Salesforce, HubSpot or equivalent platforms.
• Achieve assigned revenue, sales pipeline and new-business acquisition targets.

• Degree in Business, Information Technology, Computer Science or a related discipline.
• Proven experience in B2B business development or IT services sales, particularly enterprise application solutions.
• Demonstrated experience selling application development, application modernisation, system integration, cloud migration or application managed services.
• Strong understanding of enterprise application architecture, software development lifecycle (SDLC), cloud platforms and digital transformation initiatives.
• Experience in consultative selling, lead qualification, pipeline management, account planning and commercial negotiations.
• Practical experience preparing proposals, solution presentations, quotations and RFP/RFI tender submissions.
• Proficiency in CRM platforms such as Salesforce or HubSpot, and Microsoft Excel and PowerPoint.
• Strong stakeholder engagement, presentation, negotiation and business communication skills.

• Experience managing Singapore government or public sector accounts, including GeBIZ procurement and tender processes.
• Exposure to GovTech, healthcare, banking or other regulated enterprise environments.
• Understanding of cloud platforms such as AWS, Microsoft Azure or Google Cloud, and application modernisation approaches.
• Experience working with solution architects and delivery teams to develop technical and commercial proposals.
• Track record of achieving sales targets and securing enterprise IT services contracts
