Arm Holdings is a British semiconductor design company headquartered in Cambridge, England, that licenses processor architectures and CPU, GPU and system IP to chipmakers rather than manufacturing chips itself. Founded in 1990 as a joint venture of Acorn Computers, Apple and VLSI Technology, its designs are used in most smartphones and in automotive, IoT, PC and data-centre chips from companies such as Apple, Qualcomm, Samsung and Nvidia. Majority-owned by SoftBank since 2016, it returned to public markets with a Nasdaq listing in 2023 and hires hardware design, software and program management engineers in Cambridge, Bengaluru, Austin and other sites.

Arm is looking for an experienced Technical Program Manager to lead a diverse range of complex engineering development projects within our Solutions Engineering organization.

Our projects span semiconductor IP, Compute Subsystems, SoC development, FPGA and emulation platforms, validation boards, customer reference boards, and hardware/software enablement. Depending on your experience and business needs, you could lead projects across different technologies and engineering disciplines, helping deliver critical products, platforms, and capabilities that support the future of computing.

This is a hands-on technical project leadership role where you will take ownership of project execution and delivery, working in partnership with Engineering Technical Leads who are responsible for the technical solutions. You will bring together engineering teams, plans, dependencies, and decisions to drive projects from initial definition through development, integration, validation, and successful delivery.

If you enjoy solving complex delivery challenges, working alongside talented engineers, and leading projects across a variety of technical environments, this is an opportunity to make a meaningful impact at Arm.

Responsibilities

  • Independently lead complex technical engineering projects from initial definition through development, integration, validation, and delivery, taking ownership of project execution and outcomes.
  • Establish clear project objectives, deliverables, milestones, and success criteria, developing integrated plans and schedules that support delivery commitments.
  • Proactively manage project schedules, critical paths, technical dependencies, risks, resource constraints, and changes to scope or delivery commitments.
  • Partner with Engineering Technical Leads to understand development challenges, evaluate delivery impacts, challenge assumptions, and establish effective mitigation and recovery plans.
  • Coordinate cross-functional engineering teams across disciplines, organizations, and locations, ensuring alignment on priorities, responsibilities, and commitments.
  • Anticipate and resolve project challenges, facilitating timely decisions and driving actions to maintain progress toward delivery.
  • Work closely with internal and external stakeholders to understand project requirements, manage dependencies, and ensure deliverables meet the needs of the teams or customers relying on them.
  • Establish meaningful project metrics and communicate progress, risks, issues, and trade-offs clearly to engineering teams and senior stakeholders.
  • Build strong relationships across engineering organizations, influencing decisions and driving accountability without direct management authority.
  • Identify opportunities to improve project planning, execution practices, and delivery predictability across engineering teams.

Required Skills and Experience

  • Proven experience independently leading complex technical product-development projects within the semiconductor industry, with accountability for execution and successful delivery across multiple engineering teams or disciplines.
  • Strong project or program management capabilities, including integrated planning, scheduling, critical-path management, dependency tracking, risk mitigation, change management, and recovery planning.
  • Experience working closely with engineers and technical leaders in complex product-development environments, with sufficient technical understanding to recognize challenges, evaluate dependencies, challenge assumptions, and support informed decision-making.
  • Demonstrated ability to lead cross-functional engineering teams, influence stakeholders without direct authority, navigate ambiguity, resolve complex delivery challenges, and communicate effectively with technical teams and senior leadership.

Nice-to-Have Skills and Experience

  • Experience delivering projects in one or more areas such as semiconductor IP, Compute Subsystems, SoC/ASIC development, RTL design and verification, FPGA or hardware emulation, or pre-silicon and post-silicon validation.
  • Experience with hardware platforms, PCB or board development, customer reference boards, embedded systems, or hardware/software integration.
  • Familiarity with silicon bring-up, product qualification, software enablement, or power and performance development.
  • A degree or equivalent industry experience in Electrical Engineering, Electronic Engineering, Computer Engineering, Computer Science, or a related technical discipline.
  • Professional project or program management certifications such as PMP, PRINCE2, or MSP.

In Return

At Arm, you will have the opportunity to contribute to a wide range of innovative engineering projects that help shape the future of computing. From enabling new technologies to delivering platforms and solutions used by engineering teams and customers worldwide, your work will have a meaningful impact.

You will collaborate with talented engineers and technical leaders across multiple disciplines, gaining exposure to diverse technologies while taking ownership of challenging and rewarding projects.

We offer a collaborative and inclusive environment where your expertise, ideas, and contributions are valued. You will have opportunities to develop your skills, expand your technical knowledge, and grow your career while helping deliver technology that makes a difference.
