Your Role

The Health Plan Product Development team is responsible for developing and implementing new products and strategies that support short- and long-term financial and membership growth across all of BSC’s lines of business. The Senior Manager, Product Strategy will report to the Director, Product Strategy. In this role you will lead a team of product managers and consultants to design, develop, and deploy our multi-horizon product strategies and products as assigned. The Senior Manager will work cross-functionally with a diverse set of stakeholders across the Ascendiun family of companies, including BlueShield, Stellarus, and Promise.

Our leadership model is about developing great leaders at all levels and creating opportunities for our people to grow - personally, professionally, and financially. We are looking for leaders that are energized by creative and critical thinking, building and sustaining high-performing teams, getting results the right way, and fostering continuous learning.

Your Work

In this role, you will:

  • Own the product strategy and execution roadmap for innovative health plan products, including annual planning, prioritization, and performance tracking against growth and financial targets
  • Provide product support for retention based programs workstreams as assigned, aligning scope, timelines, and deliverables with broader portfolio priorities
  • Lead end-to-end product lifecycle management (discovery through Deployment and Distribution) for assigned initiatives, ensuring clear business cases, requirements, and measurable outcomes
  • Identify and evaluate new product concepts (multi-horizon) through market, competitive, and customer insights; translate opportunities into actionable proposals and MVP/launch plans
  • Partner cross-functionally with Product, LOBs, Network, Clinical, Operations, Finance/Actuarial, Legal/Compliance, Marketing, Digital, etc. to develop product designs, pricing/benefit decisions, and go-to-market plans
  • Drive governance and stakeholder alignment by preparing executive-ready updates, decision points, and risk/issue mitigation plans
  • Ensure operational readiness for launches (processes, training, documentation, systems configuration, and controls) and coordinate post-launch monitoring and enhancements
  • Develop and track key performance indicators (e.g., membership, retention, margin, quality, and experience measures) and lead corrective actions based on results
  • Manage, coach, and develop a team of product managers/consultants/project managers; set clear goals, provide feedback, and build capabilities in product management best practices; not all resources will directly report to the Sr. Manager
  • Maintain strong project discipline across concurrent initiatives, including timeline management, resource planning, and dependency management across the Ascendiun family of companies

Your Knowledge and Experience

  • Requires a bachelor's degree or High School Diploma/GED plus 4 additional years of relevant experience in lieu of a bachelor's degree; master's degree in business (MBA), public health (MPH) or related field strongly preferred
  • Requires at least 8 years prior relevant experience, including at least 4 years of people management experience with direct responsibility for supervising, coaching, and evaluating direct reports
  • Requires experience leading a team of product managers and/or product strategists to establish and execute long-term and short-term product strategies
  • Requires strong financial and analytical skills
  • Demonstrated experience translating product strategy inputs into executable initiatives across at least one product or capability
  • Experience coordinating with stakeholders to ensure delivery of product outcomes
  • Ability to lead and manage cross-functional teams
  • Ability to present information clearly and concisely to various audiences
  • Health plan product experience strongly preferred
