CACI International is an American technology company founded in 1962 that works almost entirely for United States defence, intelligence and federal civilian agencies. It has moved from being a conventional IT services contractor toward supplying its own technology, with a substantial expeditionary electronic warfare and signals intelligence product line, photonics and optical communications for space, and secure network modernisation. Headquartered in Reston, Virginia, the company employs more than twenty thousand people, the majority holding security clearances, and has grown through a steady programme of acquisitions that add differentiated technology rather than headcount alone.

Opportunity:

CACI is seeking a highly disciplined, mission-focused Asset Manager & Logistician with a strong background (10+ years) in US Army logistics to oversee high-value asset portfolios, global shipping operations, and property book management. The successful candidate will operate within highly secure, classified environments and lead the lifecycle management, auditing, and secure movement of Top Secret (TS) and Sensitive Compartmented Information (SCI) devices, including Controlled Cryptographic Items (CCI).

A critical component of this role is the mastery and execution of modern tactical and enterprise logistics databases, specifically the Global Combat Support System-Army (GCSS-Army), as well as complex shipping and distribution pipelines. The candidate must possess deep operational familiarity with the Defense Logistics Agency (DLA) Distribution Logistics Operations Center.

Responsibilities:

Classified Asset Management & Secure Device Custody

· Establish and maintain absolute physical and administrative accountability for Top Secret/SCI hardware, systems, and devices throughout their lifecycle, from procurement through final disposition.

· Implement and enforce chain-of-custody procedures for classified equipment in accordance with Department of Defense (DoD) security guidance and Army regulations, including AR 710-4 and AR 735-5.

· Oversee the receipt, hand-receipting, lifecycle tracking, and property book reconciliation of automation and accountable equipment using applicable DD and DA forms and established property accountability procedures.

· Manage accountable equipment within secure storage areas, including Sensitive Compartmented Information Facilities (SCIFs), and coordinate routine audits, physical security inspections, and inventories.

Supply Chain Technology & Operations

· Manage and execute all property book and supply actions within the Global Combat Support System-Army (GCSS-Army) database . This includes utilizing SAP-based enterprise resource planning (ERP) functions, executing transaction codes (T-codes) for property accountability, generating material requirements, monitoring material release orders, and maintaining the Unit Task Organization (UTO) and hand receipts.

· Resolve complex logistical issues, including the preparing and submitting Supply Discrepancy Reports (SDR) and Transportation Discrepancy Reports (TDRs) to address shipment discrepancies and inventory variances.

· Streamline warehouse operations, including receiving, sorting, kitting, and consolidating materials for onward theater distribution.

Qualifications:

Required

· Ten (10) or more years of specialized experience in U.S. Army logistics, supply chain management, property accountability or asset management. Relevant backgrounds may include Army logistics officers, warrant officers, noncommissioned officers, federal civilians, or equivalent contractor experience.

· Active Top Secret (TS) security clearance with immediate Sensitive Compartmented Information (SCI) eligibility.

· Proven experience working inside secure spaces (SCIFs) and managing classified information systems and physical security programs.

Technical & Logistical Competencies:

· Subject Matter Expertise in GCSS-Army: Complete mastery of the GCSS-Army system, including deep operational knowledge of its Unit Supply, Property Book, Maintenance, and Finance modules. The candidate must have a proven track record of managing property hand receipts, material requests, and equipment status reports directly through the GCSS-Army portal.

· Mastery of DoD property accountability procedures, Financial Liability Investigation of Property Loss (FLIPL) processes, and Defense Property Accountability System (DPAS) operations.

· Expert-level understanding of military shipping protocols, including the Defense Transportation System (DTS), USTRANSCOM regulations, and DLA Distribution hubs.

Desired

· Experience serving as a Primary hand-receipt holder, Property Book Officer (PBO), or equivalent senior property accountability manager at the Battalion, Brigade, Division, or comparable organizational level, with direct GCSS-Army responsibility.

· Professional industry certifications, such as a Certified Professional Logistician (CPL) through the Society of Logistics Engineers (SOLE) or DAWIA Life Cycle Logistics Level II/III.

· Experience executing First Destination Transportation (FDT) initiatives and navigating the Vendor Shipment Module (VSM) portal.
