- Integration Architecture: Design secure RESTful APIs, webhooks, and batch data exchange interfaces connecting the licensing system with City applications such as LATAX, FMS4LA, Universal Cashiering, Single Sign-On (SSO), and Esri GIS.
- Data Architecture: Define enterprise data models, data dictionaries, relationships, constraints, validation rules, and audit trail requirements.
- Data Migration: Define technical approaches for profiling, mapping, migrating, validating, and reconciling data from legacy or heavily customized systems.
- Technical Governance: Review technical designs, oversee development standards, evaluate customization needs, and ensure platform upgrades do not compromise existing functionality.
- Functional Alignment: Collaborate with functional leads and government SMEs to ensure architecture supports complex cannabis licensing ordinances, inspection processes, enforcement workflows, and fee management.
- Security and Auditability: Design controls for permissions, separation of duties, audit logging, secure data exchange, and financial transaction integrity.
Mandatory Experience:
- Must have minimum three (3) years of relevant experience supporting a government organization with an annual operating budget of at least $1 billion or serving a population of at least 900,000 residents.
- Must have minimum three (3) years of experience with similar Salesforce solutions in a jurisdiction that utilized permitting, inspections, and code enforcement capabilities.
- Must have minimum three (3) years of demonstrated experience for oversight of Salesforce functional implementation activities, including requirements, business workflows, system configuration, functional testing, and acceptance.
- Within the past five (5) years, must have demonstrated experience leading at least one enterprise system implementation for a large government entity utilizing a Salesforce solution or Salesforce development ecosystem.
- Must have minimum three (3) years of experience with public-sector jurisdictions currently using a product designed specifically for commercial cannabis licensing, including translating unique cannabis ordinances and social equity rules into standard system configurations and implementation best practices.
- Must have minimum three (3) years of experience implementing configuration-first or metadata driven, low-code cannabis licensing software platforms for public-sector agencies, including typical scale, duration, and complexity of such implementations.
- Must have minimum three (3) years of experience leading data migration projects from legacy or heavily customized systems.
- Must have minimum three (3) years of relevant experience providing platforms with an API-first that securely orchestrates data exchanges with external systems, payment gateways, enterprise financial systems, document repositories, and enterprise Geographic Information Systems (GIS).
- Must have minimum three (3) years of experience providing operational support and training for public-sector licensing systems, including support for end-users, system administrators, and technical staff.
- Must have three (3) years of experience with supporting accounts receivable functions for public-sector licensing or regulatory programs.
- Must have familiarity with audit, internal control, and separation-of duties requirements common to local governments.
- Must have minimum three (3) years of experience providing reporting and analytics tools for public-sector licensing or regulatory systems, including audit, financial, or operational reporting.
- Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form.
