Citi is one of the largest banks in the world, tracing its lineage to the City Bank of New York founded in 1812 and taking its modern shape through the 1998 merger that created Citigroup. Its most distinctive asset is a cross-border payments and treasury network unmatched by any competitor, moving trillions of dollars a day for multinational corporations, governments and other banks across roughly ninety countries. Alongside that institutional franchise it runs markets and investment banking, wealth management and a United States personal bank, and has spent recent years simplifying itself by exiting consumer operations across Asia, Europe and Latin America.

Citi is looking for an experienced, strategically minded leader to head the Strategy, Execution & Transformation (SET) function within Cyber Security Operations' Strategy & Service Delivery (SSD) organization. In plain terms, this person is the connective tissue between Citi's cyber security operations strategy and its day-to-day delivery. You will own the Book of Work that governs how the Security Operations Center (SOC), Offensive Security & Vulnerability Management (OSVM), and the Cyber Security Fusion Center (CSFC) execute against strategic commitments, and you will build the metrics, financial transparency, and communications engine that gives the leadership team confidence and transparency that cyber security initiatives are on track, appropriately resourced, and delivering measurable value. This is a highly visible governance and execution leadership role sitting at the intersection of strategy, risk, program management, and communications - ideal for someone who thrives on translating complexity into clarity for senior stakeholders.

Core Responsibilities

Strategic Governance & Program Oversight

  • Own end-to-end governance of Cyber Security strategic objectives, ensuring each is formally documented, approved, mapped to measurable KPIs, and aligned to enterprise risk appetite.

  • Direct the Book of Work (BoW) governance framework, providing leadership and governance bodies a real-time, unified view of initiative progress, resource consumption, dependencies, and risk exposure across SOC, OSVM, and CSFC.

  • Lead the strategic objective lifecycle (definition, initiative planning, execution/monitoring, performance assessment, review/improvement) and ensure portfolio decisions are traceable, authorized, and risk-appropriate.

Measures of Success & Performance Management

  • Oversee the Measures of Success function, including metric definition and approval lifecycle, monthly metrics reporting, and KPI publication, ensuring metrics remain anchored to strategic program deliverables rather than developed independently.

  • Establish and enforce metric governance controls (documented definitions, owner approval, change management, data validation, quality review, version control) to guarantee reporting integrity and auditability.

  • Ensure performance data is aggregated, analyzed, and reported to leadership at least monthly, with quarterly strategic objective reviews and annual strategic assessments.

Communications & Stakeholder Engagement

  • Ensure effective executive reporting, governance communications, SharePoint/collaboration platform governance, and stakeholder engagement across CSO, in partnership with Global Communications.

  • Serve as the primary orchestrator of governance forums (monthly portfolio reviews, quarterly strategic reviews, annual strategic assessments) ensuring timely, accurate, and decision-useful reporting to CSO Senior Management, Executive Management, and Board-level bodies.

People & Organizational Leadership

  • Build, lead, and develop a global, high-performing, multi-disciplinary team.

  • Act as the escalation point and quality gatekeeper for governance deliverables, ensuring consistent adherence to controls, reporting standards, and operating procedures across a distributed, matrixed stakeholder base.

Desired Skills & Competencies

  • Executive Presence & Influence Without Authority: Demonstrated ability to engage, brief, and influence senior leadership, committees, and senior functional heads, translating complex program and risk data into clear, decision-ready narratives.

  • Judgment Under Ambiguity: Sound, independent judgment in prioritizing competing strategic demands, resolving cross-functional disagreements, and knowing when to escalate versus resolve at the team level.

  • Strategic & Analytical Thinking: Ability to connect enterprise strategy to operational execution, structuring ambiguous mandates into measurable objectives, KPIs, and Book of Work deliverables.

  • Change Leadership: Experience driving transformation and continuous improvement culture across large, matrixed organizations, including maturity assessments and benchmarking-driven change.

  • Communication Excellence: Exceptional written and verbal communication skills, with a track record of producing polished executive and Board-level materials under tight deadlines.

  • Talent Development: Commitment to building bench strength, mentoring team members, and fostering an inclusive, accountable team culture consistent with Citi's leadership principles.

  • Collaborative Partnership: Proven ability to build trusted relationships with Finance, Communications, Technology, PMO, and business-aligned security functions to deliver shared outcomes.

  • Ethics & Integrity: Unwavering commitment to Citi's ethical standards, control culture, and reputational risk stewardship in every governance decision.

Job Requirements

  • Bachelor's degree or related experience required; Master's degree (MBA or related field) preferred.

  • 10+ years of progressive experience in program/portfolio management, strategy execution, governance, or transformation roles, ideally within cybersecurity, technology, risk, or financial services.

  • Prior people-leadership experience managing multi-disciplinary teams, with demonstrated success operating in a large, complex, global organization.

  • Demonstrated experience building or operating Book of Work, PMO, or portfolio governance frameworks, including KPI/metrics governance and RASCI-based accountability models.

  • Experience presenting to and engaging with senior leadership, Board Risk Committees, or equivalent senior governance bodies.
