Java Angular Full Stack Development Lead - Vice President

The Full Stack Development Lead Analyst (Digital Software Engineering Lead) is a senior technical and people leadership professional who drives end-to-end engineering excellence, architecture, and delivery across web, mobile, API, microservices, and AI-enabled digital ecosystems. This role acts as a recognized technical authority and managerial leader, steering application development strategy with deep hands-on expertise in Java, Angular, Microservices architectures, REST/GraphQL APIs, Mobile/Web platforms, and modern AI engineering tools & GenAI integrations.

The role combines strategic direction, architectural governance (Next Gen Architecture / NGA), hands-on technical mentoring, and engineering team leadership. The Lead Manager guides cross-functional engineering teams, promotes the adoption of AI-assisted software development practices (e.g., AI coding assistants, automated test generation, and GenAI gateway/model integrations), collaborates closely with Product Managers, Technical Program Managers (TPMs), and Enterprise Architects, and influences stakeholders across lines of business (LOBs) to deliver scalable, secure, and resilient digital solutions.

Key Responsibilities

1. Technical Leadership & Full Stack Engineering Delivery

• End-to-End Full Stack Ownership: Lead the design, development, testing, and deployment of mission-critical, enterprise-grade web and mobile applications powered by modern Java microservices backends and Angular frontends.
• Architecture & Modernization: Drive adoption of Next Gen Architecture (NGA) and Plan of Record (POR) standards across microservices, distributed caching, event-driven systems (Kafka/MQ), and cloud-native container platforms.
• API Strategy & Integration: Architect robust, secure, and scalable RESTful and GraphQL APIs, ensuring adherence to enterprise API lifecycle standards, versioning, security protocols (OAuth2/OIDC, mTLS), and API gateway patterns.
• Web & Mobile Development Leadership: Guide teams in building high-performance, responsive web applications in Angular (TypeScript, RxJS, NgRx/State Management) and modern mobile experiences (native/hybrid/responsive mobile frameworks), ensuring seamless cross-platform performance and accessibility (WCAG).
• Delivery Management: Serve as development lead and engineering manager for multiple concurrent large-scale digital initiatives, establishing clear delivery roadmaps, managing technical debt, and resolving complex cross-team dependencies across Agile and hybrid delivery models.

2. AI-Assisted Engineering & Innovation

• AI Tooling & SDLC Productivity: Champion and drive team adoption of generative AI developer tools and AI coding assistants (e.g., GitHub Copilot, Cursor, AI code review and test generation tools) to enhance developer productivity, code quality, and time-to-market.
• GenAI & LLM Integration: Guide architectural patterns for integrating GenAI capabilities, LLM endpoints, semantic search/vector retrieval, AI gateways, and prompt-driven microservices into enterprise web and mobile applications.
• AI Governance & Quality Gates: Ensure that AI-generated code, prompt structures, and GenAI integrations adhere to firm-wide security, privacy, guardrails, compliance, and IP protection standards.

3. Architecture Governance, Design & Code Reviews

• Design Review Board & Patterns: Act as a core member of the Design Review Board to evaluate system architectures, establish generic reusable design patterns, and enforce enterprise CTO guidelines across digital domains.
• Code & Quality Governance: Champion rigorous code reviews for Java microservices, Angular applications, mobile modules, and CI/CD pipelines, ensuring high code quality, security posture (SAST/DAST/OSS scanning), performance benchmarking, and test coverage.
• Metrics & Observability: Establish and track clear engineering metrics covering code review thoroughness, CI/CD deployment velocity, test automation coverage, production defect leakage, AI tool adoption gains, and design pattern adoption.
• Resource & Performance Optimization: Direct engineering teams in designing systems optimized for runtime performance, memory footprints, thread management, database query efficiency, low-latency API response times, and high-concurrency workloads.

4. Team Management, Coaching & Stakeholder Alignment

• People Leadership & Mentorship: Lead, coach, and empower Software Development Engineers (SDEs), tech leads, and full stack teams, fostering an inclusive culture of continuous learning, engineering craftsmanship, and innovation.
• Stakeholder & Risk Management: Partner with business owners, TPMs, and Product Managers to assess technical and schedule risks, evaluate trade-offs between delivery timelines and architectural runway, and communicate complex risks clearly to executive stakeholders.
• Issue & Blocker Resolution: Proactively anticipate bottlenecks, drive escalation management, mitigate multi-level delivery risks, and facilitate constructive technical dialogues to resolve discordant viewpoints.

5. Governance, Risk & Controls

• Risk & Compliance Safeguarding: Appropriately assess risk in all technical and architectural decisions, safeguarding the firm’s assets, client data, and reputation.
• Policy Compliance: Ensure strict adherence to information security standards, data privacy laws, regulatory mandates, cryptographic standards, AI usage policies, and secure SDLC controls, escalating and reporting issues with complete transparency.

Qualifications & Skills

Experience & Education

• Experience: 10-12+ years of progressive software development experience with at least 3-5 years in a technical leadership / engineering management role driving full stack, microservices, and mobile/web development.
• Education: Bachelor’s or Master’s degree in Computer Science, Computer Engineering, Information Technology, or equivalent practical experience.

Core Technical Competencies

• Backend & Microservices:
  • Deep expertise in Java (Java 17/21), Spring Boot, Spring Cloud, Hibernate/JPA, and microservices design patterns (Circuit Breaker, Saga, CQRS, Event Sourcing).
  • Solid background in distributed messaging systems (e.g., Apache Kafka, IBM MQ, RabbitMQ).
  • Experience with SQL (Oracle, PostgreSQL) and NoSQL (MongoDB, Cassandra, Redis) databases, schema design, and query optimization.
• Frontend & Web Development:
  • Advanced proficiency in Angular (v14+), TypeScript, JavaScript (ES6+), HTML5, SCSS/CSS3, and state management (NgRx/RxJS).
  • Strong understanding of modern frontend build tools, micro-frontends architecture, web performance tuning, and cross-browser/responsive UI design.
• API & Integration:
  • Proven track record designing and securing RESTful APIs, OpenAPI/Swagger specifications, GraphQL, and integration with API Gateways.
• Mobile Development Experience:
  • Solid understanding of mobile application architecture (iOS/Android native integration, hybrid frameworks, responsive web/PWA), mobile security best practices, and mobile API orchestration (BFF patterns).
• AI Tools & GenAI Integration (Preferred / Desired):
  • Practical exposure to AI-assisted development tools (e.g., GitHub Copilot, AI coding assistants, automated unit test generators, AI code review tools).
  • Familiarity with integrating GenAI APIs/LLM endpoints, AI gateways, prompt engineering patterns, retrieval-augmented generation (RAG) concepts, or intelligent chat/search capabilities into enterprise applications.
  • Awareness of AI governance, data privacy, and security guardrails for enterprise AI usage.
• Cloud & DevOps:
  • Experience deploying containerized workloads on Kubernetes / Red Hat OpenShift / Docker and public/private cloud environments (AWS, Cloud Foundry, Akamai).
  • Proficiency in CI/CD pipeline automation (Tekton, Jenkins, Harness, GitLab CI), automated testing frameworks (JUnit, Mockito, Jasmine, Karma, Cypress, Selenium), and static code analysis (SonarQube, Snyk, Checkmarx).

Leadership & Soft Skills

• Proven track record of guiding cross-functional teams without direct authority in matrixed enterprise environments.
• Strong negotiation, diplomacy, and executive presentation skills to communicate technical concepts to non-technical business partners.
