Major Tasks & Responsibilities:

• Lead and manage China TA operations, including TA procedures, governance mechanisms, and KPI dashboards, to deliver effective, efficient, and compliant end-to-end recruitment outcomes.
• Implement employer branding strategy and activities in China to strengthen Covestro's talent market positioning, attract diverse talent pools, and build a compelling candidate experience aligned with the global EVP.
• Establish and develop the TA Centre of Excellence (CoE) function by designing standardized methodologies, tools, assessment frameworks, and best practices to elevate TA capability and consistency across China.
• Lead end-to-end hiring across all levels and functions, from day-to-day recruitment to large-scale strategic programs (e.g. TPU, GreenCore and equivalent transformation projects) by designing fit-for-purpose sourcing and selection approaches and collaborating with global and regional TA teams on co-hiring programs to fulfil critical talent demand at pace and quality.
• Integrate AI and digital solutions across the E2E hiring process to increase efficiency, reduce time-to-hire, and improve decision quality.
• Provide expert consultancy on staffing concepts, sourcing strategy, talent intelligence, and calibration, acting as gatekeeper in talent decisions to ensure quality and objectivity.
• Translate workforce demand into TA plans, managing internal and external resources (including vendors) to deliver on business objectives cost-effectively.
• Lead the functional development of the TA team and contribute to the broader HR Connect team and Global TA community through knowledge sharing, project participation, and capability building.

This role is the primary driver of talent supply quality and speed in China, directly enabling business growth and transformation. By building TA CoE standards and deploying AI-enabled hiring tools, the role future-proofs Covestro's recruitment capability. Employer branding leadership strengthens Covestro's competitive positioning in the China talent market. Strategic project hiring (e.g. TPU, GreenCore) ensures critical business programs are staffed with the right talent at the right time.

People manager leading the China TA team. Acts as functional expert and strategic partner to HR(B)Ps and business leaders. Operates at country level with active contribution to global TA communities. Balances operational delivery with strategic capability building.

Work Relationships

Internal: HR Leadership Team in China; HR (Business) Partners; HR CoE functions; HR Connect China; Global TA communities and country TA teams (for co-hiring and joint sourcing cases); Hiring managers and employees in China and overseas (where co-hiring applies)

External: Third-party recruitment and assessment vendors; university; professional HR networks and expert circles; future candidates and talent communities.

Qualifications

• Bachelor's degree or above in Human Resources, Business Administration, or equivalent disciplines
• Minimum 10 years of experience in talent acquisition, with demonstrated functional leadership experience
• Proven track record in employer branding, TA CoE development, or large-scale strategic hiring programs
• Hands-on experience with AI-powered recruiting tools and digital hiring platforms
• Fluent in both English and Mandarin (written and verbal)
• Strong stakeholder management presence with ability to influence across and up the organization
• Result-driven with a customer-centric, outside-in mindset; able to balance operational rigor with strategic thinking
• High personal drive, strong networking ability, and capacity to lead virtually and independently
• Commitment to continuous learning and embracing innovation in HR practice
