Overview

CVP is seeking a Descriptive Data Analyst to join our growing team supporting the Organ Procurement and Transplantation Network (OPTN). The Descriptive Data Analyst supports OPTN committees and workgroups by translating policy and operational questions into clearly defined data needs and usable decision-support materials.

Working closely with Policy Liaisons, Committee Coordinators, project leadership, and other authorized OPTN contractors, this role documents analytic requirements, coordinates data requests, evaluates returned analyses for completeness and alignment, and translates descriptive findings into clear summaries, tables, visualizations, and discussion points. The role supports evidence-informed committee deliberations and policy monitoring without independently making policy determinations.

Responsibilities

  • Serve as the primary analytical coordination resource for assigned OPTN committees, workgroups, and policy projects.
  • Partner with Policy Liaisons and committee leadership to translate policy and operational questions into clear data and analytic requirements.
  • Document request scope, including purpose, population, time period, data elements, definitions, assumptions, stratifications, expected outputs, dependencies, and timelines.
  • Prepare and track data requests through approval, assignment, completion, and committee review; coordinate with authorized OPTN data and analytics contractors to clarify needs and resolve questions.
  • Review returned data products for alignment with the approved request, completeness, consistency, appropriate definitions, and key limitations.
  • Develop clear, accessible tables, charts, dashboards, briefing materials, and slides that translate descriptive findings into committee-ready discussion materials.
  • Present findings and visual materials to committees, workgroups, and project leadership; facilitate feedback, discussion, and follow-up questions.
  • Help Policy Liaisons communicate trends, comparisons, and limitations accurately without overstating conclusions or implying causation.
  • Identify data-quality concerns, unclear assumptions, missing information, and potential cross-committee impacts, and elevate them to project leadership.
  • Maintain organized, version-controlled records of data requests, definitions, assumptions, source information, results, and status.
  • Support policy implementation and post-implementation monitoring by tracking approved measures, reporting intervals, responsible committees, and review status.
  • Support COR-directed reports and materials describing OPTN system performance and longitudinal donation and transplantation trends.
  • Ensure work complies with applicable privacy, security, data-governance, records-management, and accessibility requirements.
  • Manage multiple concurrent requests and deadlines in a fast-paced environment.

Qualifications

  • Four to eight years of experience in healthcare analytics, health services research, quality measurement, policy analysis, or a similarly regulated healthcare environment.
  • Experience translating clinical, policy, or operational questions into clear data and analytic requirements.
  • Strong understanding of descriptive statistics, including rates, percentages, trends, comparisons, denominators, and stratified results.
  • Experience reviewing data products for completeness, consistency, appropriate definitions, and key limitations.
  • Demonstrated ability to create clear, accessible data visualizations, tables, charts, dashboards, and briefing slides.
  • Experience presenting descriptive findings to technical and nontechnical stakeholders and facilitating feedback and discussion.
  • Strong written and verbal communication skills, including preparation of analytical summaries and decision-support materials.
  • Ability to explain findings and limitations accurately without overstating conclusions or implying causation.
  • Strong attention to detail, organization, and ability to maintain accurate, version-controlled documentation.
  • Ability to manage multiple data requests, stakeholders, and deadlines in a fast-paced environment.
  • Proficiency in Excel, PowerPoint, and Word; experience with Teams and SharePoint preferred.
  • Bachelor’s degree in public health, health informatics, statistics, data analytics, health services research, healthcare administration, or a related field; equivalent relevant experience may be considered.

Desired Skills

  • Experience with OPTN policy, transplant operations, organ allocation, organ procurement organizations, transplant programs, or healthcare quality and regulatory programs.
  • Familiarity with OPTN or SRTR data, reports, terminology, and data definitions.
  • Experience supporting committees, workgroups, quality-improvement teams, or other multi-stakeholder decision-making bodies.
  • Experience coordinating complex data requests across multiple organizations, contractors, or federal stakeholders.
  • Familiarity with the OPTN policy lifecycle, committee structure, and post-implementation monitoring.
  • Experience using Tableau, Power BI, or similar tools to develop accessible visualizations.
  • Familiarity with healthcare data governance, privacy, security, and accessibility requirements.
  • Experience supporting federal government clients or federally regulated healthcare programs.
  • Master’s degree in public health, health informatics, biostatistics, health policy, or a related field preferred.
