Assistant Director, Finance Business Partner
We are looking for an Assistant Director to join GovTech's Finance Business Partner (FBP) team.
As the Finance Business Partner, you will provide strategic financial leadership and work closely with business divisions and corporate finance teams on financial planning, forecasting, performance management and reporting to support GovTech's financial sustainability and management decision-making. You will serve as a trusted adviser to business leaders, translating financial information into forward-looking insights and actionable recommendations.
You will lead a team of Finance Business Partners, advise senior management and business leaders and act as the bridge between finance and operational teams, translating financial data into actionable commercial insight. The role is forward-looking, focusing on forecasting, modelling, and influencing strategic decisions. In addition, you will also drive improvements in financial planning and management processes through the effective use of data, analytics and automation.
What you will be working on:
As a people manager and strategic finance partner, you will lead a team of Finance Business Partners and work closely with senior management, business divisions, project teams and corporate finance functions. Your key responsibilities include:
Budgeting, Forecasting & Planning
Partner business divisions and project teams on funding requests, annual budgets, rolling forecasts, 3-year financial projections and resource allocation decisions.
Drive robust, driver-based financial planning that aligns financial resources and performance measures with business priorities and outcomes.
Challenge assumptions and ensure plans reflect commercial reality.
Support long-range strategic planning.
Financial Performance Reporting
Oversee month-end and year-end financial activities, including accruals, revenue and expenditure monitoring, capital expenditure utilisation and financial reporting.
Provide, review and present financial performance reporting (including forecasts and budget variances), with commentary explaining commercial drivers of performance, emerging risks, opportunities and recommending management actions to senior stakeholders.
Decision Support & Business Partnering
Attend leadership meetings as the finance representative.
Provide real-time insights to guide operational and strategic decisions.
Translate complex financial data into clear messages for non-finance stakeholders.
Maintain close engagement with business units to understand developments, anticipate financial implications and proactively address issues.
Provide financial guidance and challenge on project proposals, quarterly project reviews and project closure reporting to support sound investment and funding decisions.
People Management
Lead, coach and develop a team of Finance Business Partners, fostering a culture of accountability, performance, and continuous improvement.
Direct and set clear priorities and strengthening the team’s financial, analytical and business-partnering capabilities.
Supervise the team, ensure operational efficiency, and aligning team objectives with organizational goals.
Provide career guidance and engage in career development conversations with the team.
Others
Strengthen financial governance and controls, ensuring compliance with applicable accounting standards, Government Instruction Manuals and organisational policies.
Lead continuous improvement and transformation of finance processes through standardisation, data analytics, automation and effective use of digital tools.
Undertake strategic projects, financial assessments and ad hoc analysis as required.
What we are looking for:
Degree in Accountancy/ACCA or a relevant professional accounting qualification with at least 12 years of relevant working experience.
Prior experience in people management, and Finance Business Partner in a fast-paced Information and Communication Technology organisation is preferred.
Strong presentation and storytelling skills - build insightful presentation and effectively communicate business narrative to influence and become a trusted business partner.
Strong interpersonal skills with the ability to build strong relationships, stakeholder management, communicate effectively across all levels.
Strong problem-solving skills and ability to think creatively “outside the box” and have strong business acumen.
Positive, can-do attitude, meticulous, able to work with large amount of data and do hands-on task.
Ability to adapt and work in a fast-paced, rapid changing environment and comfortable in proposing, justifying, initiating, and implementing change.
Proficient in Workday, Dashboarding tools and Microsoft Office such as Microsoft Excel, PowerPoint, Power BI, Tableau. Programming knowledge will be an advantage.
