About CCYC

We are the Culture, Community and Youth Cluster (CCYC), a team of GovTech designers, engineers, product managers, and business analysts embedded across the statutory boards and autonomous agencies under the Ministry of Culture, Community and Youth (MCCY). Our mission is to partner Singaporeans to build a caring, cohesive and confident nation, across Arts and Heritage, Community, Youth, Sports, and Giving.

Our designers sit within a central CCYC design team, each embedded in their respective agency and reporting to the Head of Design. The portfolio spans products such as:

CulturePass: A national platform that democratises access to arts and culture for all Singaporeans.

Permanent Resident Journey: A digital platform that helps new permanent residents settle into and integrate with Singapore.

NYC Discover Portal: An opportunities portal for youth to explore career paths, connect with mentors, and engage with programmes across life stages.

PA Community App: A mobile app connecting residents to local community spaces, happenings, and volunteering opportunities.

In this role, you will be embedded in MCCY HQ, working on a product that sits at the centre of Singapore's national volunteering ecosystem.

[What you will be working on]

Singapore's national Volunteer Management System (VMS) spans two layers: volunteer.gov.sg, a public-facing engagement platform that connects citizens with volunteering opportunities across government agencies; and a backend management layer that enables agency users to manage volunteer activities, track participation, and coordinate operations.

The product also serves a data consolidation function, aggregating volunteering activity across agencies to support evidence-based policy making for the giving and volunteering sector.

You will join at the 0.5-to-1 phase, bringing the product to launch and owning its continuous improvement through 1 to 100. You will co-own the product design with a Senior UX Designer, responsible for both citizen-facing and agency-facing experiences across the platform.

Design Across Two User Groups

Own design work for both the public-facing volunteer engagement experience and the agency-facing management interface. Understand the distinct needs, workflows, and mental models of each user group, and design coherently across both without losing sight of the end-to-end journey.

Deliver to Production

Execute high-quality UI design, interactive prototypes, and engineering-ready handoff across the full product lifecycle. You work from defined product direction and design decisions already established in discovery, focusing your energy on rigorous execution and polish.

Run Continuous Discovery

Conduct lightweight, ongoing user research to validate design decisions, surface friction, and identify improvement opportunities post-launch. You run usability tests, analyse usage patterns, and synthesise findings into actionable design changes.

Co-Own the Product Design

Work closely with a Senior UX Designer who co-owns the design with you. Collaborate on design direction, share and receive critique openly, and contribute to a consistent experience across the platform. You take clear ownership of your scope without needing to be directed through each task.

Maintain and Contribute to the Design System

Work within and contribute to the shared CCYC design system. Extend components and patterns as needed for VMS-specific use cases, and keep contributions well-documented for the wider team.

Manage Stakeholders

Communicate design decisions clearly to product managers, engineers, and MCCY HQ stakeholders. Present your work with confidence, manage feedback constructively, and keep stakeholders aligned through the delivery cycle.

[What we are looking for]  

• Experience: 5 years of UX or product design experience, with a portfolio demonstrating shipped product work across both UX and UI.

• End-to-End Design: Solid UX fundamentals: user flows, wireframing, high-fidelity UI, interactive prototyping, usability testing, and handoff.

• Multi-User Design: Ability to design for multiple user types within the same product, balancing the needs of public-facing and back-office experiences.

• Continuous Discovery: Experience conducting lightweight research and usability testing as part of an ongoing delivery cadence, not just in discrete research phases.

• Craft and Detail: Strong execution skills and attention to craft at the UI level: visual hierarchy, spacing, interaction states, and consistency.

• Communication: Clear communication skills and the ability to present design rationale to product managers, engineers, and non-design stakeholders.

• Collaborative Mindset: Comfort working within an established design direction and contributing to a shared design system.

• Tools: Proficiency in Figma for UI design, prototyping, and design system contribution.

Bonus Points For

• Experience designing for both citizen-facing and agency or enterprise-facing products.

• Prior experience in a government digital environment or public sector product team.

• Familiarity with accessibility standards and inclusive design for diverse demographics.
