The Government Technology Agency, known as GovTech, is the statutory board that builds and runs Singapore's public digital infrastructure, formed in 2016 out of the country's earlier government IT organisations. It develops citizen-facing services in house rather than outsourcing them, most notably Singpass, the national digital identity used by almost every adult in the country for banking, government and private transactions. GovTech also runs the Government Commercial Cloud, the LifeSG and OneService applications, national cybersecurity engineering for public systems, and the AI platforms used across ministries.

GovTech is the lead agency driving Singapore’s Smart Nation initiatives and public sector digital transformation. As the Centre of Excellence for Infocomm Technology and Smart Systems (ICT & SS), GovTech develops the Singapore Government’s capabilities in Data Science & Artificial Intelligence, Application Development, Smart City Technology, Digital Infrastructure, and Cybersecurity.

At GovTech, we offer you a purposeful career to make lives better where we empower our people to master their craft through robust learning and development opportunities all year round.

Play a part in Singapore’s vision to build a Smart Nation and embark on your meaningful journey to build tech for public good. Join us to advance our mission and shape your future with us today!

About Government Productivity Engineering

Government Productivity Engineering (GPE) is the engineering group within GovTech Singapore that builds and runs the shared platforms public officers use to do their work. GPE spans productivity tools, digital workplace platforms, core infrastructure and service operations - bringing engineering, infrastructure and operations together to deliver trusted platforms at scale, strengthen service resilience, modernise foundational infrastructure, and accelerate adoption of AI-enabled tools across government

About the Cloud Programme

The Cloud Programme builds and runs the shared cloud engineering capabilities and hosting services that support agencies across the whole of government. It enables government teams to adopt cloud securely, reliably and efficiently, while strengthening resilience, operational control and engineering capability across the public sector.

The Programme brings together two core domains. The Cloud Engineering Teams build and evolve common cloud platforms, automation, guardrails and engineering services that help agencies deliver workloads safely at scale. Hosting Support Services provides coordinated operational and commercial support across government hosting environments, improving cost transparency, service quality, vendor management and agency choice.

Together, these capabilities support a diverse estate of government workloads across public cloud, private and sovereign environments. The Programme must provide dependable foundations for critical services while simplifying cloud adoption, reducing fragmented operating practices and raising engineering standards across agencies.

The Programme is also shaping the next generation of AI-ready, sovereign and resilient infrastructure for government. This includes strengthening internal engineering capability, creating scalable hosting and support models, and ensuring government retains the technical control and operational resilience needed for critical and confidential workloads.

The challenge is to transform cloud and hosting delivery across government while continuing to operate and improve services that agencies depend on today.

About the Role

The Deputy/ Assistant Director (Engineering Management) is the engineering leader for the Cloud Programme, accountable for engineering outcomes across the Cloud Engineering Teams and Hosting Support Services for the whole of government.

The Programme's Engineering Managers report to this role. Through them, the Deputy/ Assistant Director leads multiple engineering teams, sets the technical direction and operating model for government cloud engineering, and ensures Hosting Support Services delivers reliable, transparent and scalable outcomes for agencies.

The role has three core responsibilities:

  • Build and lead a strong cloud engineering organisation - develop Engineering Managers and technical leaders, insource critical capability and create the conditions for teams to deliver consistently across government. Own the technical health of government cloud platforms and hosting services - ensure they remain reliable, secure, resilient, cost-effective and operationally sustainable.
  • Transform Hosting Support Services for WOG - establish a coherent service model that gives agencies clearer cost visibility, stronger support, effective vendor management and greater hosting choice.
  • This is a role for an engineering leader who can move comfortably between organisational leadership, cloud architecture, service operations and delivery - coaching Engineering Managers, shaping programme-wide technical decisions, challenging delivery and operating plans, and representing technical, operational and commercial trade-offs to senior leadership. A central challenge of the role is to do two things well at the same time: operate dependable cloud and hosting services for government while transforming the engineering capabilities, service model and infrastructure foundations underneath them.

[What you will be working on]

Engineering Leadership and Organisation

  • Lead the Programme's Engineering Managers and set technical direction across its Tech Leads and engineering teams.
  • Be accountable for engineering outcomes across the Programme, including delivery, reliability, technical quality and operational sustainability.
  • Define how engineering teams work together across products and workstreams, including ownership boundaries, technical decision-making and cross-team dependencies.
  • Build leadership depth through coaching, hiring, talent development and succession planning.

Engineering Excellence and Architecture

  • Set consistent engineering standards and quality expectations across the Programme, anchored in GovTech engineering guidance.
  • Set the architectural direction for the Programme and ensure major technical decisions support its longer-term strategy.
  • Establish proportionate technical governance for decisions that cut across products, platforms and squads.
  • Raise engineering effectiveness through stronger development practices, automation, testing, observability and responsible use of AI-assisted development.

Production Reliability

  • Own the technical health of platforms already serving government in production.
  • Ensure engineering teams design for availability, resilience, security, observability and recoverability.
  • Drive down systemic operational risk, recurring engineering toil and technical debt.
  • Balance investment in new capabilities against reliability, lifecycle management and the sustainability of the existing estate.

Cloud Engineering and Hosting Support Services

  • Own the engineering direction and delivery model for common cloud platforms, automation, guardrails and services used across government.
  • Lead Hosting Support Services as a whole-of-government capability, integrating service operations, cost management, vendor performance and agency support.
  • Build critical engineering capability in-house for services where government requires greater sovereignty, resilience and operational control.
  • Establish engineering and operational foundations for AI-ready infrastructure and confidential workloads across suitable hosting environments.
  • Define clear service boundaries, transition plans and integration patterns across agencies, cloud providers, hosting partners and internal platform teams.

Strategy, Delivery and Stakeholders

  • Translate Programme priorities into coherent engineering roadmaps and align engineering effort across competing needs.
  • Maintain a clear view of delivery confidence, technical dependencies and systemic risks across the Programme.
  • Represent the Programme's engineering position to senior leadership on architecture, technical risk, trade-offs and delivery confidence.
  • Work across Product, Cybersecurity, Infrastructure and other government stakeholders to resolve dependencies and drive outcomes where ownership spans teams and organisations.

[What we are looking for]

  • We are looking for an experienced engineering leader who combines organisational leadership with strong technical judgement.
  • Proven engineering leadership experience, including managing Engineering Managers or leading multiple platform, cloud or infrastructure engineering teams.
  • A strong track record of building engineering organisations, developing technical leaders and strengthening internal capability.
  • Strong cloud, platform and infrastructure engineering depth, with experience across public cloud, private or sovereign hosting, automation, security, networking, observability and distributed systems.
  • Strong understanding of the technology stacks and operating models of major cloud service providers, including cloud landing zone concepts, infrastructure and platform automation, and Site Reliability Engineering practices.
  • Demonstrated ability to translate strategy into architecture, service models, technical roadmaps and executable delivery plans.
  • Experience operating important production platforms or hosting services where reliability, security, resilience, cost and operational control matter.
  • Strong commercial and vendor-management judgement, with the ability to connect engineering decisions to service quality, cost transparency and sourcing choices.
  • Strong judgement, communication and influence across engineering, product, cybersecurity, infrastructure, procurement, vendors and senior government stakeholders.
  • Experience with whole-of-government cloud programmes, large-scale hosting operations, sovereign infrastructure or critical enterprise platforms would be an advantage.
