This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Prevailing Wage & Apprenticeship Compliance Coordinator based in the United States.

As a Prevailing Wage & Apprenticeship Compliance Coordinator, you will help ensure labor documentation meets complex federal compliance requirements across major projects.

You will manage certified payroll, prevailing wage, apprenticeship, and labor records supporting both regulatory obligations and customer tax-credit documentation.

The role requires close attention to detail, strong knowledge of payroll and labor compliance, and the ability to navigate evolving regulations.

You will collaborate with legal, compliance, tax, HR, field operations, customers, consultants, and union representatives.

You will also support apprenticeship programs, audits, investigations, documentation requests, and the development of standardized compliance processes.

Your work will help protect contractual relationships, reduce compliance risk, and ensure accurate, audit-ready records.

This is a fully remote opportunity for an organized and analytical professional who can work independently while confidently escalating complex regulatory or contractual issues.

Accountabilities

    • Compile weekly payroll reports, pay stubs, and timecards for qualifying federally funded projects using payroll and HR systems.
    • Review payroll records to ensure all employees working on applicable projects are accurately captured.
    • Submit payroll documentation to third-party consultants for independent review and verification.
    • Review conformed reports and submit final certified payroll documentation to customers according to project requirements.
    • Certify payroll reports in accordance with Davis-Bacon Act and Related Acts (DBRA) requirements.
    • Maintain accurate records of labor hours, wage classifications, fringe benefits, and apprenticeship utilization supporting prevailing wage and apprenticeship requirements.
    • Track apprentice labor-hour percentages against applicable thresholds and document good-faith efforts when registered apprentices are unavailable.
    • Provide labor documentation to customers, consultants, and customer tax advisors as required under contractual arrangements.
    • Work with legal and contracts teams to understand contractual risk provisions related to prevailing wage and apprenticeship compliance, including indemnification, correction costs, and potential tax-credit recapture exposure.
    • Distinguish between DBRA correction requirements and IRA prevailing wage and apprenticeship correction mechanisms to ensure issues are escalated appropriately.
    • Administer qualified apprenticeship programs and support the creation or modification of apprenticeship programs.
    • Maintain training, on-the-job learning, and Davis-Bacon certifications within applicable Department of Labor systems.
    • Track apprentice ratios, wage progression, and certification status in accordance with regulatory requirements.
    • Maintain organized, complete, and audit-ready certified payroll, prevailing wage, and apprenticeship documentation.
    • Develop standard operating procedures, reporting templates, and documentation workflows supporting compliance programs.
    • Assist legal and compliance teams with Department of Labor inquiries, investigations, and audits.
    • Support customer documentation requests related to IRS inquiries or audits concerning tax-credit claims.
    • Promptly identify and escalate documentation gaps, discrepancies, and potential contractual compliance risks.
    • Serve as a point of contact for apprentice employees and union representatives regarding certified payroll, wages, and apprenticeship matters.
    • Handle sensitive employee information in accordance with privacy policies and applicable regulatory standards.
    • Requirements

      • Associate’s degree in Business Administration, Human Resources, Accounting, Labor Relations, or a related field required; bachelor’s degree preferred.
      • 3-5 years of experience in payroll administration, HR compliance, labor relations, or a related field, ideally within construction, government contracting, or unionized environments.
      • At least 2 years of direct experience with certified payroll and Davis-Bacon compliance is preferred.
      • Experience supporting federally funded projects, such as DOT, DOE, or GSA-funded contracts, is highly desirable.
      • Exposure to clean-energy or IRA-related prevailing wage and apprenticeship compliance documentation is a plus.
      • Proficiency with payroll and HRIS platforms such as Kronos, Workday, PowerMax, ADP, or PeopleSoft.
      • Strong Excel skills, including pivot tables, VLOOKUP, and data reconciliation.
      • Familiarity with certified payroll and prevailing wage tools such as LCPtracker or eMars is preferred.
      • Working knowledge of the Davis-Bacon Act and Related Acts (DBRA).
      • Understanding of prevailing wage determinations, fringe benefit calculations, and apprenticeship ratio requirements.
      • General understanding of IRC Sections 45U and 45Y prevailing wage and apprenticeship requirements, including the distinction between IRS and DOL processes.
      • Familiarity with Department of Labor Wage and Hour Division audit processes.
      • Knowledge of union labor agreements, collective bargaining agreements, and apprenticeship requirements is a plus.
      • Certified Payroll Professional (CPP) or Project Management Professional (PMP) certification is preferred.
      • Experience supporting or interacting with Department of Labor investigations or audits is desirable.
      • Understanding of contractor versus taxpayer responsibilities within tax-credit compliance frameworks.
      • Experience working in a matrixed or dotted-line reporting environment supporting compliance functions.
      • Experience developing SOPs, training materials, or standardized reporting frameworks.
      • Strong written and verbal communication skills for regulatory, customer, and internal inquiries.
      • Exceptional attention to detail and accuracy, particularly under deadline pressure.
      • Strong organizational, document-management, and prioritization skills.
      • Sound judgment and discretion when handling sensitive employee information.
      • Ability to distinguish between direct regulatory obligations and documentation-support responsibilities owed to customers.
      • Strong cross-functional collaboration skills across legal, compliance, tax/finance, HR, field operations, and union stakeholders.
      • Ability to independently interpret routine compliance requirements while appropriately escalating ambiguous regulatory or contractual matters.
      • Comfortable working in an evolving regulatory environment where prevailing wage and apprenticeship guidance may continue to develop.
      • Must be legally authorized to work in the United States.
