Jobgether is a Belgian recruitment platform built entirely around remote and flexible work, aggregating openings from thousands of employers that allow work from outside an office. Its matching engine ranks roles against a candidate's skills, seniority and stated preferences on location and flexibility, rather than leaving people to filter a keyword search, and it verifies how genuinely remote each posting is. The company also runs an AI screening layer that shortlists applicants for employers, and publishes research and guidance on distributed work practices alongside the job marketplace itself.

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Program Manager 2 - IDT based in United States.

    • Monitor supplier technical performance against established baselines, evaluate key performance measures, and take corrective action when execution deviates from expectations.

    • Identify, assess, manage, and communicate program risks and opportunities throughout the subcontract lifecycle using a proactive and structured approach.

    • Coordinate communication and issue resolution across engineering, production, supply chain, mission assurance, business management, suppliers, and other stakeholders.

    • Define, establish, communicate, monitor, and control subcontract scope, ensuring required work is completed while managing changes to the established baseline.

    • Oversee supplier budgets and financial performance, including Earned Value Management System (EVMS) metrics, IPMDAR evaluations, leading and lagging indicators, and variance explanations.

    • Analyze technical, cost, schedule, and quality changes and develop practical alternatives that support program objectives and customer expectations.

    • Review supplier schedules and assess their potential impact on broader program milestones and delivery commitments.

    • Prepare executive-level briefings, performance-monitoring tools, and intervention strategies to support informed decision-making and problem resolution.

    • Develop and review Supplier Statements of Work (SSOWs) and contribute to defining clear supplier requirements.

    • Develop Requests for Proposals (RFPs), evaluate supplier proposals, review Basis of Estimates (BOEs), assess proposal quality, and participate in proposal-related reviews.

    • Manage multiple priorities and projects concurrently while maintaining alignment with customer requirements, contractual commitments, and program objectives.

    • Requirements

      • Bachelor’s degree in STEM or a related discipline with at least 8 years of relevant professional experience.

      • Active U.S. Government DoD Secret security clearance is required at the time of application.

      • At least 3 years of formal leadership or management experience.

      • Experience supporting U.S. Government contracts and/or managing a significant supplier portfolio in another industry.

      • Strong program or project management capabilities, including proposal development, master planning, schedule management, budget tracking, and performance monitoring.

      • Experience with EVMS or a comparable cost and schedule management system, including performance metrics and variance analysis.

      • Experience managing a major subcontract, supplier effort, or comparable program through supply chain, supplier management, engineering management, or program/project management functions.

      • Strong understanding of balancing technical, cost, schedule, quality, and contractual considerations when managing complex programs.

      • Excellent written, verbal, and presentation skills, with the ability to communicate effectively across technical teams, senior leadership, suppliers, and customers.

      • Proven ability to think independently, solve complex problems creatively, and make sound decisions in dynamic environments.

      • Strong customer-focused mindset and ability to build productive relationships across organizational boundaries.
