The Program Manager, Technology leads complex telecommunications and network modernization programs spanning multiple interconnected projects. This role brings structure, accountability, and disciplined execution to large-scale technology initiatives in a highly technical environment. You will coordinate project managers, technical teams, vendors, operations, and business stakeholders to keep programs aligned and progressing. The position combines strategic planning with hands-on program governance, risk management, resource planning, and financial oversight. You will also ensure technology programs are operationally ready and deliver measurable value against broader business objectives. This is an opportunity to influence critical infrastructure initiatives while driving continuous improvements in program delivery.
Accountabilities:
- Lead the planning and execution of complex telecommunications and network technology programs, overseeing multiple related projects and workstreams.
- Coordinate project managers and cross-functional teams across network engineering, IT, operations, vendors, contractors, and business functions.
- Oversee external project leads and contractors when applicable, ensuring delivery remains aligned with program objectives, schedules, and quality standards.
- Develop and maintain integrated program plans covering scope, schedules, dependencies, sequencing, and key milestones.
- Establish effective program governance, delivery standards, reporting routines, and operating cadences across projects.
- Identify, monitor, and resolve program-level and project-level risks, issues, and dependencies, escalating critical matters when necessary.
- Optimize resource allocation and capacity planning across multiple workstreams.
- Monitor budgets, forecasts, funding alignment, and overall financial performance across programs and projects.
- Provide leadership and stakeholders with clear updates on program progress, timelines, business impacts, risks, and key decisions.
- Improve program management processes, delivery discipline, and cross-functional execution practices.
- Ensure programs meet operational readiness requirements and support successful transitions into production and field operations.
- Align program outcomes with strategic business priorities and track benefits realization through appropriate reporting and performance metrics.
- Perform additional responsibilities as needed to support evolving organizational and business priorities.
- High school diploma or GED required; a bachelor’s degree in a related field or equivalent professional experience is preferred.
- At least 5 years of project or program management experience within telecommunications, technology, network infrastructure, or a related environment.
- Proven experience leading multi-project programs or complex technology initiatives from planning through delivery.
- Strong understanding of network infrastructure, technology platforms, and telecommunications environments.
- Demonstrated ability to coordinate cross-functional teams and stakeholders in fast-paced and technically complex environments.
- Strong organizational, communication, analytical, problem-solving, and stakeholder management skills.
- Ability to create structure, clarity, and execution discipline around ambiguous or complex initiatives.
- Ability to understand technical information and translate it into clear, actionable insights for business stakeholders and leadership.
- Experience with network modernization, transformation, infrastructure, or similar large-scale technology initiatives is preferred.
- Familiarity with Agile, Waterfall, and hybrid project delivery methodologies.
- Experience with project management and collaboration tools such as Smartsheet, Jira, and Confluence.
- Strong attention to detail and the ability to manage multiple priorities, deadlines, and changing schedules.
- Ability to work independently, exercise sound judgment, and collaborate effectively across teams.
- Ability to influence, motivate, and build strong working relationships with cross-functional partners.
- Experience managing vendors or external partners, including contract deliverables and performance.
- Understanding of business operations workflows and end-to-end technology deployment lifecycles, including design, build, testing, and launch.
- Experience creating program dashboards, management reports, and performance metrics is preferred.
- Must be authorized to work in the United States for any employer; visa sponsorship is not available.
- Ability to maintain confidentiality, meet critical deadlines, adapt to changing priorities, and communicate effectively in writing and verbally.
- Base salary of $105,000-$155,000 annually, depending on experience and qualifications.
