Job Summary:

The IT PMO Project Manager leads the planning, execution, governance, and successful delivery of enterprise technology projects in a complex, cross-functional environment. This role translates business needs into achievable delivery plans, aligns stakeholders and resources, and manages scope, schedule, cost, quality, risk, and organizational readiness from initiation through operational transition and closure.

Working within the IT Project Management Office (PMO), this role manages Category 4 projects and related program workstreams, defined in the source PMO requirements as initiatives valued requiring 1,000 labor hours. The Project Manager applies disciplined governance and fit-for-purpose delivery methods to achieve business outcomes, maintain audit-ready records, and provide clear, decision-oriented reporting.

Key Responsibilities:

Project Initiation, Planning & Delivery

· Partner with sponsors and business owners to validate business cases, objectives, expected benefits, scope, estimates, milestones, deliverables, and acceptance criteria against PMO standards.

· Develop and maintain integrated project management plans, work breakdown structures, schedules, critical-path dependencies, resource plans, and approved cost and schedule baselines.

· Select and tailor predictive, agile, or hybrid delivery practices to project needs while maintaining required PMO controls, documentation, and approvals.

· Coordinate applications, infrastructure, cloud, cybersecurity, data, and vendor workstreams as applicable; manage interdependencies and competing priorities across concurrent projects.

PMO Governance, Controls & Audit Readiness

· Apply the Project Management Handbook, PMO standards, and applicable systems development life cycle (SDLC) requirements; guide customers and delivery teams through governance processes.

· Prepare Category 3 and 4 projects for Stage Gate 2, Approval for Execution; retain approval evidence before proceeding.

· Establish project governance, steering committees, decision rights, roles and responsibilities, escalation paths, and documented meeting decisions and actions.

· Maintain a controlled project repository containing approved business cases and estimates, project plans, requirements and design documents, status reports, change requests, risk and issue records, and testing and defect-resolution evidence.

· Partner with PMO, Quality Assurance, Cybersecurity, and control owners to incorporate applicable security, privacy, compliance, and audit requirements into delivery plans and acceptance reviews.

Financial, Resource & Vendor Management

· Establish project financial structures and work breakdown coding in Microsoft Dynamics or the designated financial system; reconcile budgets, actual costs, commitments, forecasts, and estimates to complete.

· Monitor financial and schedule variances, evaluate corrective actions, and obtain approval for changes to scope, funding, timelines, or resource commitments.

· Secure resource estimates, availability, and management commitments; coordinate onboarding, project orientation, training, tools, access, facilities, and logistical needs.

· Coordinate vendor and contractor deliverables, dependencies, milestones, and acceptance with Procurement and technical owners; escalate commercial or delivery issues through appropriate channels.

Risk, Issue, Dependency & Change Management

· Maintain actionable risk, assumption, issue, and dependency (RAID) records with accountable owners, response plans, target dates, and escalation triggers.

· Proactively assess delivery risks, cross-project dependencies, resource constraints, and emerging issues; recommend mitigation, contingency, or recovery actions.

· Administer project change control, documenting impacts on scope, schedule, cost, quality, benefits, and operational readiness; maintain traceability to approved decisions.

Stakeholder Engagement & Organizational Readiness

· Lead cross-functional project teams through influence and clear accountability; facilitate working sessions, resolve conflicts, and maintain alignment among business, technical, and vendor stakeholders.

· Develop communication and organizational change management plans identifying audiences, messages, channels, timing, training, and readiness responsibilities in partnership with change specialists.

· Facilitate sponsor and steering committee reviews, presenting progress, tradeoffs, risks, recovery options, and decisions required in clear business terms.

Quality, Operational Transition & Benefits

· Coordinate requirements traceability, design reviews, testing, user acceptance, defect resolution, and documented business approval in accordance with the applicable SDLC.

· Plan deployment, data conversion or migration where applicable, cutover, rollback, support readiness, knowledge transfer, and post-implementation stabilization with operational owners.

· Confirm deliverable acceptance, operational handover, financial closure, and lessons learned; agree benefit measures and post-project tracking ownership with business sponsors.

Project Systems, Reporting & Continuous Improvement

· Create and maintain accurate DASH PPS project records throughout the lifecycle, including business cases, approved estimates, milestones, budgets, forecasts, and approved change evidence.

· Issue project status reports at least monthly, tracking budget and schedule alongside risks, issues, dependencies, decisions, and next steps; copy the PMO on all status reports and include the PMO as an advisory member in all steering committee meetings.

· Use project and portfolio tools and dashboards to improve data quality, delivery visibility, and timely escalation; maintain consistency between project records, schedules, and financial reporting.

· Use approved automation and AI-assisted tools to streamline reporting, meeting actions, and draft artifacts, with human validation, appropriate data protection, and adherence to organizational policies.

· Capture lessons learned and recommend practical improvements to templates, delivery methods, controls, and project management practices.

Required Qualifications:

· 5+ years of experience in systems development and/or applications support, including analysis, design, development, product selection, implementation, or maintenance.

· Demonstrated experience managing multiple technology initiatives in a matrixed environment and coordinating internal teams, customers, vendors, and contractors.

· Strong working knowledge of project planning, financial forecasting, resource management, change control, governance, SDLC deliverables, and audit-ready documentation.

· Ability to apply predictive, agile, and hybrid practices appropriately while maintaining required governance and controls.

· Governance and Risk Management: Apply proportionate controls, surface issues early, and maintain decision and approval traceability.

· Financial and Commercial Acumen: Manage budgets, forecasts, resource tradeoffs, and vendor commitments with sound business judgment.

· Communication: Translate technical and delivery complexity into concise updates, actionable recommendations, and timely escalations.

· Adaptability and Continuous Improvement: Tailor delivery approaches, use data responsibly, and improve practices through lessons learned.

Success Measures:

· Deliver agreed scope and accepted outcomes within approved schedule and budget baselines, with changes formally authorized.

· Meet mandatory stage gates and maintain complete, current, and audit-ready project records and approval evidence.
