For over 70 years, the Fleet Ballistic Missile (FBM) team has supported the Navy’s mission to provide affordable and credible strategic defense. Our Reentry Flight Test Experiment (FTE) Team is currently seeking a Systems Engineering, Manager - Flight Test Projects. The Reentry FTE Team is responsible for oversight, development, and coordination of Flight Test Reentry Body (RB) development and RB readiness for flight test. This position requires substantial coordination across multiple organizations including various design disciplines, flight sciences, FBM Missile SEIT, contracts, F&BO, other organizations within the Reentry directorate (mechanical, electrical, RF), as well as the Navy customer. The selected individual will report directly to the Reentry Directorate Chief Systems Engineer and will be deployed to the Flight Test Experiments Program Manager. Occasional travel and durations of extended work hours will be required.

In this role you will:

  • Lead multidisciplinary teams responsible for proposal, technical planning, systems integration, verification and validation, cost and risk analysis, and overall project execution from RB development through flight test execution and results assessment.
  • Coordinate employee recruitment, selection, and training
  • Defined work scope expectations and resource loading
  • Develop and coach employees; complete performance assessment related to salary/recognition, and coordinate disciplinary actions with HR
  • Ensure the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints

The information below includes the standard job description for this position: Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

Basic Qualifications

  • Experience in multiple Systems Engineering domains (e.g. Requirements and Verification, Architecture, Systems Integration, etc.)
  • Experience leading technical, multi-discipline teams
  • Active Secret Clearance; with the ability to obtain and maintain a Top-Secret clearance; US Citizenship required

Desired Skills

  • Bachelor's degree in Engineering or related field (Mechanical, Electrical, Aerospace, Materials Science, etc.) and 8+ years technical engineering experience or equivalent job experience
  • Prior experience as a functional manager including executing performance reviews, holding critical conversations, and growing/managing/maintaining employee and team skillsets
  • Excellent communication, presentation, and people skills as this position requires frequent briefings to senior leadership as well as the Navy customer
  • Experience leading projects to meet customer requirements while meeting cost/schedule/technical requirements, with a fundamental knowledge of Earned Value Management (EVM) techniques
  • Missile or missile weapon system development experience
  • Missile system flight test experience
  • Ability to work across multiple organizations/cultures
  • Knowledge of and experience with Fleet Ballistic Missile (FBM) Reentry Systems architectures, processes and products

Pay Information

Full-Time Salary Range: $145100.00 - $269500.00

  • Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
