Manulife is a Canadian insurance and asset management group founded in Toronto in 1887, with the first Canadian prime minister as its founding president. It sells life and health insurance, annuities and retirement products in Canada, the United States under the John Hancock brand and across a dozen Asian markets, and runs Manulife Investment Management as a global asset manager for institutional and retail clients. Headquartered in Toronto and listed in Toronto, New York and Hong Kong, it earns a growing share of its profit in Asia and has been reducing its exposure to legacy long-term care liabilities through reinsurance transactions.

The Agency Development Manager is primarily responsible for leading the disciplined implementation of agency programs and agency initiatives that drive recruitment, onboarding, activation, productivity, and capability development. The role ensures that strategic priorities are translated into executable plans, milestones are tracked, execution issues are resolved promptly, and delivery standards are consistently met across assigned areas. Performance management and agency strategy serve as enabling responsibilities to strengthen execution quality, improve business outcomes, and ensure programs are delivered with consistency, accountability, and measurable impact.

Position Responsibilities:

Agency Strategy

  • Contribute to agency execution planning by aligning programs and activities with business priorities, field requirements, and growth objectives.

  • Translate strategic direction into practical implementation plans, timelines, and support requirements for agency leaders, financial advisors and business partners.

  • Identify execution opportunities and risks that may affect the successful rollout of agency programs and initiatives.

Performance Management

  • Track program and performance against defined KPIs, milestones, activity measures, and expected outcomes.

  • Provide timely performance updates, execution reviews, and actionable insights to improve delivery quality, productivity, and business impact.

  • Escalate execution gaps, monitor corrective actions, and reinforce accountability to ensure program commitments are delivered on time.

Program Execution

  • Own the end-to-end implementation of agency programs and initiatives covering recruitment, onboarding, activation, productivity, and training across assigned Regions and Branches.

  • Develop rollout plans, implementation schedules, success measures, and governance mechanisms to ensure disciplined delivery.

  • Coordinate closely with Financial Advisors, Agency Leaders and internal stakeholders to align execution requirements, secure support, and remove barriers that may delay delivery.

  • Monitor execution progress, resolve implementation issues promptly, and ensure activities, campaigns, and interventions are completed to standard and within timeline.

  • Drive consistency, follow-through, and continuous improvement by reviewing program outcomes, capturing lessons learned, and refining execution processes over time.

Required Qualifications:

  • At least 5 years of relevant experience in agency sales, agency development, program management, or business implementation.

  • At least 2 years in a leadership or manager-level role with experience in cross-functional coordination and execution oversight.

  • Strong understanding of agency distribution

Preferred Qualifications:

  • Bachelor’s degree in Business, Management, Marketing, Human Resources, or a related field; postgraduate studies are an advantage.

  • Strong understanding of agency distribution, field operations, recruitment, onboarding, activation, and performance drivers, preferably in insurance or financial services.

  • Strong execution, coordination, and analytical skills, with a proactive, accountable, and collaborative approach to delivering results and continuous improvement.

When you join our team:

  • We’ll empower you to learn and grow the career you want.

  • We’ll recognize and support you in a flexible environment where well-being and inclusion are more than just words.

  • As part of our global team, we’ll support you in shaping the future you want to see.
