JOB DESCRIPTION:

The Business Analyst - Application Design, Redesign & Modernization will be integral to large projects for EOHHS applications that support operations, investigation and incident management, quality management, and legal business units for DDS as well as business processes related to these core functions. Under the direction of a Project Manager/Business Analyst (PM/BA), the Business Analyst will be involved in the modernization of EOHHS applications including Home and Community Services Information System (HCSIS) and Quality Enhancement License and Certification (QE5).

HCSIS is the primary application for DDS to monitor Center for Medicaid Services (CMS) services. These services include the individuals served under the four Acquired Brain Injury / Moving Forward Plan (ABI/MFP) residential and nonresidential waiver programs administered by MassHealth/CMS. QE5 is the application DDS uses to monitor CMS provider qualification assurances.

The successful candidate must have substantial hands-on experience leading the functional design or redesign of complex enterprise applications. The candidate will assess existing applications and workflows, identify functional gaps and system dependencies, define future-state application behavior, and translate business policies, regulations, operational needs, and user requirements into detailed, implementable functional designs.

This position requires more than requirements documentation or meeting facilitation experience. The Business Analyst - Application Design, Redesign & Modernization will actively shape application solutions and independently own business analysis and functional design deliverables. Experience with case management, healthcare, human services, public-sector, or other highly regulated applications is strongly preferred.

The primary work location for this role will be at 40 Broad St., Boston, Massachusetts 02109. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM. The individual is expected to occasionally travel to the DDS area and regional Massachusetts offices. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

DETAILED LIST OF JOB DUTIES AND RESPONSIBILITIES:

  • Lead discovery, current state assessment, requirements elicitation, workflow redesign, and functional solution design activities involving business users, provider representatives, technical teams, and project leadership.
  • Analyze and, when necessary, reverse engineer existing application functionality, workflows, business rules, user roles, data flows, integrations, reports, controls, exceptions, workarounds, and system dependencies.
  • Identify functional gaps, conflicting requirements, redundant processes, usability issues, manual workarounds, regulatory constraints, and opportunities to simplify or improve application behavior.
  • Design future state application workflows and functional behavior, including user roles and permissions, task routing, approvals, reassignment, validations, notifications, escalations, exception handling, auditability, reporting, and operational controls.
  • Develop detailed business and functional analysis artifacts such as current state and future state process models, use cases, user stories, functional specifications, business rule catalogs, role and permission matrices, screen and field requirements, data definitions, interface requirements, reporting requirements, acceptance criteria, and requirements traceability matrices.
  • Evaluate functional design alternatives and clearly document recommendations, tradeoffs, dependencies, assumptions, constraints, and impacts on users, operations, data, integrations, reporting, etc.
  • Lead functional design reviews and walkthroughs, resolve requirements and design gaps, obtain stakeholder decisions and approvals, and maintain traceability from business need through design, development, testing, and implementation.
  • Proactively identify scope changes, design conflicts, delivery risks, unresolved decisions, dependencies, and potential impacts, and escalate them to project leadership with recommended actions.
  • Communicate complex business, functional, and technical concepts clearly to technical and nontechnical audiences.

Requirements

Preferred Qualifications:

  • Minimum five (5) years of progressively responsible Business Analyst experience on complex application-development, redesign, or modernization projects, including at least three (3) years directly responsible for functional application design or redesign.
  • Demonstrated recent experience independently owning major business analysis and functional design deliverables.
  • Demonstrated experience assessing an existing or legacy application, defining future-state functionality, evaluating design alternatives, and supporting the selected design through development, testing, and implementation.
  • Experience participating in at least two substantial application implementations, redesigns, replacements, or modernization efforts across multiple phases of the software-development life cycle.
  • Experience translating complex policies, regulations, operational procedures, and business rules into implementable application behavior and testable requirements.
  • Experience leading discovery, requirements, workflow design, and solution design sessions with business stakeholders, subject matter experts, and multidisciplinary technical teams.
  • Demonstrated ability to create high-quality functional-design artifacts such as process models, use cases, user stories, functional specifications, business rules, screen and field requirements, acceptance criteria, and requirements traceability matrices.
  • Strong understanding of the full software-development life cycle and practical experience working in Agile, hybrid, or iterative delivery environments.
  • Ability to identify conflicting requirements, challenge assumptions constructively, evaluate functional alternatives, recommend solutions, and drive issues to resolution.
  • Ability to work independently, manage multiple analysis and design priorities, and deliver complete, internally consistent work products with limited supervision.
