Job Description:

Parsons is seeking an experienced Safety Manager to support a major program and construction management team delivering a large, complex industrial infrastructure project.

Reporting to the Construction Manager/Site Lead, the Safety Manager will lead the program’s safety, health, and environmental activities. The selected candidate will oversee contractor safety performance, identify and control workplace hazards, conduct inspections and audits, support incident investigations, and promote a proactive safety culture throughout construction, commissioning, and startup.

This position is based near Little Rock, Arkansas and is part of a 4-5 year contract. During the first year, remote work is permitted. After the first year, the selected candidate will be required to either reside within commuting distance of Little Rock, AR or be willing to relocate to the area.

Periodic travel and coordination with program leadership, Client representatives, contractors, consultants, regulatory authorities, and on-site personnel may be required

What You'll Be Doing:

  • Lead and coordinate inspection and surveillance of civil, structural, architectural, and site-development construction.
  • Assign inspection coverage based on construction schedules, work priorities, technical risk, and required hold or witness points.
  • Review drawings, specifications, approved submittals, shop drawings, work plans, inspection and test plans, and applicable acceptance criteria.
  • Inspect earthwork, excavation, grading, foundations, concrete, reinforcing steel, structural steel, masonry, drainage, underground utilities, paving, and related site improvements.
  • Verify dimensions, alignment, elevations, slopes, tolerances, materials, installation methods, and completed work against approved requirements.
  • Coordinate required surveys, material sampling, field inspections, laboratory testing, and construction testing.
  • Review material certifications, survey records, compaction results, concrete test reports, welding documentation, and other quality records.
  • Confirm that required inspections, tests, approvals, and preparatory activities are completed before work is concealed or advanced.
  • Identify defective, incomplete, damaged, unsafe, or nonconforming work and prepare inspection reports, deficiency notices, and punch-list records.
  • Coordinate technical evaluation of nonconforming work and verify completion of approved repair, rework, replacement, and corrective actions.
  • Monitor contractor workmanship, inspection readiness, testing performance, and compliance with approved construction and quality procedures.
  • Maintain accurate daily reports, photographs, quantity records, test results, nonconformance records, and supporting field documentation.
  • Provide field information to support progress measurement, schedule updates, payment-application reviews, change evaluations, and contractor-performance reporting.
  • Coordinate civil and structural interfaces with architectural, mechanical, electrical, process, utility, controls, safety, and commissioning disciplines.
  • Support substantial-completion inspections, system walkdowns, final inspections, punch-list closure, turnover, and final acceptance.
  • Review record drawings and closeout records for consistency with observed field conditions and completed work.
  • Provide technical direction, coaching, and quality oversight to assigned inspectors and field-support personnel.
  • Perform other responsibilities associated with this position as may be appropriate.
  • Work remotely during the first year, with the expectation of residing within commuting distance of Little Rock, Arkansas, or relocating to the area thereafter.
  • Support periodic travel and coordination with program leadership, Client representatives, contractors, consultants, testing organizations, and on-site personnel.

What Required Skills You'll Bring:

  • Bachelor’s degree in Civil Engineering, Construction Management, Engineering Technology, or a related field and at least 10 years of relevant inspection experience.
  • Additional directly related experience may be considered in place of the preferred degree.
  • Experience inspecting civil and structural work on large industrial, infrastructure, manufacturing, Federal, or government construction projects.
  • Experience serving as a lead or supervisory inspector on major construction projects is strongly preferred.
  • Direct construction-inspection experience is required; general site or construction-management experience does not substitute for inspection experience.
  • Comprehensive knowledge of civil and structural construction methods, materials, inspections, testing, and quality requirements.
  • Ability to interpret civil and structural drawings, specifications, shop drawings, survey data, geotechnical information, and technical submittals.
  • Strong knowledge of earthwork, foundations, concrete, reinforcing steel, structural steel, drainage, underground utilities, and site improvements.
  • Ability to identify nonconforming work, document deficiencies, evaluate corrective actions, and verify satisfactory completion.
  • Strong field-observation, leadership, analytical, problem-solving, documentation, and communication skills.
  • Ability to maintain complete, accurate, objective, traceable, and auditable inspection records.
  • Ability to work effectively with Client representatives, contractors, engineers, testing personnel, and multidisciplinary project teams.
  • Demonstrated integrity, impartiality, accountability, sound technical judgment, and commitment to safety and quality.

What Desired Skills You'll Bring:

  • Federal, Department of Defense, industrial manufacturing, energetics, or other highly regulated construction experience.
  • Applicable civil or structural inspection certification.
  • Professional Engineer licensure.
  • Certified Construction Manager certification.
  • International Code Council certification.
  • American Concrete Institute certification.
  • Relevant materials-testing certification.
  • OSHA 30-Hour Construction Safety certification.
  • Proficiency with Microsoft Office, PDF review tools, PMIS platforms, and electronic field-inspection systems.
  • Experience coordinating surveys, material sampling, laboratory testing, concrete testing, welding documentation, nonconformance resolution, and corrective actions.
  • Experience supporting substantial completion, system walkdowns, final inspections, turnover, acceptance, and project closeout.
