We focus our solutions on mobility-related projects that serve the needs of our communities within the municipal, transit, transportation, airport, and port sectors.

With a staff of diversified, licensed professionals, our philosophy stems from the idea that successful project execution starts with people.

The Project Manager is the primary point of contact for the Authority's Project Manager and is accountable for the CMC's scope, staffing, budget, schedule, and deliverables through both the preconstruction and construction phases. The contract includes trackwork and special trackwork, walkways, duct banks, traction power substations (TPSS), train control, communications architecture, fiber topology, at-grade guideways, and associated civil work. The Project Manager directs the Resident Engineer and Construction Engineers in administering the work in accordance with the applicable Design Criteria Manual, Construction Management Manual, and all governing specifications, and proactively manages risk, interfaces, and change to protect quality, schedule, and budget.

Responsibilities

  • Serves as the primary point of contact between the CMC team and the Authority's Project Manager, Construction Manager, and executive leadership.
  • Holds overall responsibility for the CMC contract, including scope, staffing plans, budget, schedule, subconsultant agreements, invoicing, and monthly progress reporting.
  • Prepares and maintains the CMC Project Management Plan, organization chart, internal schedule, and internal budget.
  • Directs the Resident Engineer, Deputy Resident Engineer, Construction Engineers, and Interface and Integration Manager to ensure integrated delivery across track, civil, and systems disciplines.
  • Supports the Authority during the preconstruction phase with design coordination, constructability, biddability, and value engineering reviews, and with development of contract special conditions and Division 01 specifications.
  • Supports the Authority in GC/CM negotiations, including independent cost estimates and Maximum Allowable Construction Cost (MACC) negotiation support, as requested.
  • Coordinates with other Construction Management Consultants, design consultants, and the Program Management Support Services consultant to manage inter-contract interfaces, milestones, and handover conditions.
  • Oversees review of contractor baseline schedules, schedule updates, schedules of values, and progress payment applications.
  • Oversees the change management process, including review of contractor change requests, independent estimates, negotiations, and change order documentation.
  • Supports the Authority in the identification, analysis, and resolution of contractor disputes and claims, and elevates unresolved issues as appropriate.
  • Champions the CMC safety and quality programs, including the field safety and security management plan and the Project Quality Management Plan.
  • Coordinates with third parties, utilities, and Authorities Having Jurisdiction as directed by the Authority.
  • Oversees testing, commissioning, safety certification, and contract closeout support activities.
  • May act as the Authority's primary representative on the project, and establishes standards for meeting minutes, records, and project documentation.
  • Facilitates coordination with other Authority divisions and regulatory agencies, such as FTA, SHPO, and EPA, as appropriate.
  • Coordinates messaging plans, notices, and contingency planning as needed.
  • Supports and documents compliance with sustainability and certification requirements by consultants, contractors, and Authority staff.
  • Ensures CMC and subconsultant staff are trained on and meet Authority requirements, and oversees day-to-day project activities.
  • Ensures conformance with all Program contract documents and Authority policies and procedures.

  • Experience managing a multi-disciplinary construction management team on public transit programs of at least $100M in value.
  • Working knowledge of rail systems scopes, including traction power, train control, and communications.
  • GC/CM, CM/GC, or CMAR preconstruction experience preferred.
  • Must be able to work on-site in Seattle: a minimum of three days per week in the Authority's office during preconstruction, and full-time at site offices during construction.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
