OOTS Backend Software Engineer (m/f/n)

Currently, for one of our Partners, a European Union Organisation based in Brussels, we are looking for an experienced OOTS

Backend Software Engineer (m/f/n) to join a long-term international project.

Requirements:

• At least 15 years of relevant experience and at least 10 years in Java

• Experience with Java Object Oriented Querying (JOOQ), JAXB - at least 1 year

• Experience in Spring (Spring Boot, Spring Restful, Spring amqp, Spring Security) and with build and dependency management tools (Maven) - at least 5 years

• Experience designing, building, and securing RESTful APIs and web services, including OpenAPI documentation and contract-first approaches using message format standards:XML, XSD, XSL, XPath, JSON, and JSON Schema - at least 5 years

• Experience with techniques used to secure web applications and secure API design: HTTPS, TLS, and REST web services, OAuth 2.0, OpenID Connect, mTLS, JWT, and OWASP mitigation practices - at least 5 years

• Experience with relational databases (PostgreSQL), including complex SQL, query optimization, indexing strategies, and schema migration - at least 10 years

• Experience with designing and operating message broker topologies (queues, topics, dead-letter handling) with RabbitMQ or similar, and database migration tooling (Flyway or similar) and zero-downtime migration strategies - at least 5 years

• Experience with containerization and orchestration (Docker) for deployment and scaling and DevSecOps tooling, including version control (Git), issue tracking (JIRA), collaboration (Confluence), and CI/CD pipelines (GitLab) - at least 4 years

• Experience with full web development lifecycle, from requirements through production operation using Git workflows (trunk-based development) as well as code review practices, static analysis tools (SonarQube), and technical debt management - at least 10 years

• Experience with Once-Only principle supporting information systems including implementation at any level of public administration - at least 1 year

• Language: English - minimum B2 level (CEFR).

Nice to have:

• Experience with Schematrons

• Experience with open standards for service discovery for data and document exchange (ebMS3, AS4) or for Service Metadata Publishing (SMP)

Responsibilities:

• Contribute to the development of one or more of the OOTS Common Services (CS Admin Tool, CS User Management Tool, Semantic Repository, Query Services, Technical Support Dashboard (SMP, Notification Service, Monitoring, Access Point Management System, LCM, Evidence Explorer) in coordination with the OOTS Lead Architect(s).

• Design and develop APIs.

• Develop and maintain services and business logic using one or more back-end programming languages.

• Perform unit/integration testing, debug, fix, and validate code changes.

• Deliver solutions that fulfil functional and non-functional requirements and align with user expectations.

• Implement authentication and authorization mechanisms to secure API endpoints and services.

• Profile and optimize database query plans and index strategies.

• Design caching strategies.

• Design and operate message broker topologies (queues, topics, dead-letter handling).

• Write technical documentation.

• Enforce data integrity constraints at the application and database level.

• Location: Mostly remote setup. Services must be performed from within the EU. Two physical meetings with the customer are foreseen per 12-month period, max 2 days each. These planned meetings are at contractor's cost.
