Who we are supporting  

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

• Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
• Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
• Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
• Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
• Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

NCIA requiresShared Technical Work Area (STWA) Support Servicesfor its facility

in The Hague.

The role supports three main areas: development and launch of aSharePoint-based

STWA booking site, technical setup/testing of the STWA environment for theBusiness

Continuity Project (BCP), and review/migration/organisation of STWA technical

documentation.

Role Duties and Responsibilities

Develop, configure, test and support the launch of theSTWA SharePoint

booking site.

Identify issues and improvements before final release.

Install and configure equipment within the STWA technical environment.

Perform technical checks, infrastructure testing and readiness validation.

Configure and test the STWA environment forhigh-load BCP scenarios.

Troubleshoot hardware, software and network-related issues.

Review and update technical documentation and SOPs.

Document equipment installations, configurations, network mappings, test

results, risks and follow-up actions.

Review STWA and CSE documentation libraries.

Migrate relevant documentation into a central repository and establish a lean,

maintainable structure.

Support integration of the booking site with the CSU SharePoint site.

Coordinate with service owners, technical teams and operational users.

Essential Skills

Working Location

The Hague, Netherlands / Remote

The RFQ specifies approximately50% remote and 50% on-siteat NCIA in The Hague.

Working Policy

Hybrid - approximately 50% remote / 50% on-site.

The activity schedule specifies that some deliverables are remote, some are on-site and

some require both.

For the option years, the contractor is expected to travel to The Haguesix times per

year(March, June, August, September, October and December), with each visit expected

to last approximatelythree weeks. Travel-related costs must be included in the bid

price.

NATO SECRET clearance - mandatory

One full-time contractor/person is required.

Key Deliverables

There are6 contractual deliverables:

1.STWA Booking Site Pre-Release Package- SharePoint booking site

development, testing and pre-release preparation.

2.STWA BCP Technical Setup Package- equipment installation, configuration

and technical testing.

3.STWA Readiness, Booking Site Finalisation & Launch Package-

environment readiness, final SharePoint configuration/integration and launch

support.

4.BCP Equipment Installation & Support Documentation Package-

installation/configuration documentation, test evidence and support procedures.

5.STWA High-Load BCP Configuration & Infrastructure Test Package- high-

load configuration and infrastructure testing.

6.STWA/CSE Documentation Library Review, Migration & Repository

Structure Package- documentation review, migration and repository

restructuring.

The payment allocation is15% / 20% / 20% / 15% / 15% / 15%, respectively, and

payment is linked to acceptance of each deliverable.

Travel

Some travel to other NATO sites may be required

Security Clearance

Valid National or NATO Secret personal security clearance
