The In-Country Impact & MLE Manager is integral to the effective execution of Splash’s Monitoring, Learning, and Evaluation (MLE) strategies within their assigned country.Reporting directly to the Africa Regional Impact & MLE Director, this position ensurestimelyandaccuratedata collection and entry, manages compliance with Splash’s global and regional MLE standards, and supports implementing partners to effectively adopt andutilizeSplash’s MLE protocols. Additionally, the manager works closely with the Africa Regional Data Quality, Insights & Reporting Manager to contextualize and interpret analytical insights, ensuring local realities and nuances are effectively captured and communicated.

Success in this role will be defined byaccurate, consistent, andtimelydata reporting; strong collaborative relationships with implementing partners; and impactful data-drivenlearning andrecommendations and insights that inform strategic decisions and programmatic improvements at the country and city levels.

Position Overview

Roles & Responsibilities

ProgrammeData Systems Management (30%)

  • Serve as the in-country system owner for all WISE II programme data in Salesforce, ensuring records areaccurate, complete, and currentat all times.
  • Build andmaintainSalesforce reports and dashboards that track keyprogrammeindicators, making performance data accessible and decision-ready for country, regional, and donor audiences.
  • Manage field data collection workflows inTaroWorks, ensuring data flows reliably from point of collection through to Salesforce and that submission gaps or quality failures are flagged and resolved promptly.
  • Develop Tableau or Power BIvisualizationsto communicateprogrammeperformance and trends to internal and external stakeholders.
  • Conduct routine data quality audits within Salesforce,identifyingand resolving discrepancies, duplicates, and incomplete records before they reach reporting.
  • Work closely with the Regional Data Quality, Insights and Reporting Manager to support system configuration changes, data workflow improvements, and tool rollouts as Splashmodernizesits collection and reporting stack in Zambia.

Data Collection & Management (30%)

  • Ensure reliable andtimelydata collection viaTaroWorksanddirect data entry into Salesforce, in alignment with Splash's global and regional standards, ensuring Salesforce records areaccurate, complete, and up to dateat alltimes.
  • Regularlymonitordata quality, addressinggaps,and discrepancies promptly.
  • Manage data collectors and ensure the accuracy of the data collected through them.
  • Ensure all program information (design documents,monitoringand research data, progress reportse.t.c) isupdated andstored in a systematic manner on shared drives.

Partner Engagement & Protocol Compliance (10%)

  • Regularly engage with implementing partners, providing technical support and training to ensure adherence to Splash’s MLE processes and protocols.
  • Ensure partnerssubmittimelyandaccuratedata for dashboard and reporting requirements.
  • Conduct periodic reviews and learning sessions with partners to reinforce best practices.
  • Working closely with government counterparts to integrate EMIS and Splash school data, ensuring consistent communication and data alignment.

Reporting & Contextual Analysis (10%)

  • Build andmaintainSalesforce reports and dashboards, as well as Tableau or Power BIvisualisations, to track keyprogrammeindicators and communicate performance to country, regional, and donor audienceshighlighting key performance indicators (KPIs).
  • Work closely with the Regional Data Quality, Insights & Reporting Manager to provide contextual analysis and interpretation of program data, contributing insights based on in-depth knowledge of local contexts.
  • Contribute to donor reports and other external programreportsas requested from time to time.

Capacity Building & Training (10%)

  • Deliver training sessions and ongoing support to field staff and implementing partners on Splash’s MLE protocols and data collection systems.
  • Support the adaptation of global and regional training materials to local contexts, ensuring relevance and effectiveness.

Cross-Functional Collaboration & Strategic Support (10%)

  • Collaborate closely with country program, operations, and finance teams to seamlessly integrate MLE processes into broader programmatic activities.
  • Participate actively in strategic discussions at the country level, advocating for data-informed decision-making and continuous program improvement.
  • Analyze,synthesizeand document learning from pilots andpreviousprojects to build a pool of lessons toinform ofdecision making.

Qualifications

Education & Experience

  • Bachelor's degree in a relevant field, including but not limited to: Statistics, Data Science, Economics, Demography, Information Systems, Computer Science, International Development, Social Sciences, or Monitoring and Evaluation. A background in Public Health, Environmental Science, or WASH-related fields is an asset but is notrequired.
  • Postgraduate qualification in Monitoring and Evaluation, Data Management, or Project Management is an added advantage. Salesforce Certified Administrator status or Trailhead Ranger accreditation is also recognised as a relevant credential.
  • Minimum of 5 years of experience in monitoring and evaluation, data management, or programme data systems roles, with a preference for experience in an international development or NGO setting.

Technical Expertise

Required

  • Proficient Salesforce user: able to navigate records, build and run reports and dashboards, manage/understandobject relationships, andmaintaindata entry discipline. Salesforce Lightning experience isrequired.
  • Hands-on experience withTaroWorksor a comparable mobile data collection tool for field data managementsuch as Kobo,SurveyCTOorCommCare.
  • Working knowledge of Tableau or Power BI for dashboard development and programme reporting.
  • Demonstratedunderstanding of quantitative and qualitative data collection methodologies and data quality assurance techniques.

Preferred

  • Salesforce Certified Administrator or Trailhead Ranger status.
  • Experience using Salesforce in an NGO or international development context.
  • Experience integrating/connectingfield data collection tools with a central data management system.

Compensation & Benefits

  • Splash provides generous benefits including 18 days of paid time off, increasing by 2 days each year up to 28 days, and 11 paid holidays.
