Description of Work

This position leads and supervises the three-position finance team in the coordination, assembling, and preparation of monthly reports tracking bailment fees, surcharge fees, incidental fees, and past-due statuses. Duties also include:

• Perform general reviews to ensure compliance with the Office of the State Controller and the Internal Auditors’ Office.
• Oversee preparation and maintenance of balance sheets, income statements, and other financial records and reports.
• Complete Stand-Alone Financials and the Comprehensive Annual Financial Report.
• Manage ABC Commission fixed-asset inventory and leased DOA vehicles.
• Coordinate the creation of new fiscal policies and procedures and update existing ones.
• Apply extensive knowledge of fiscal functions across all sections of the ABC Commission.
• Formulate and articulate language for Standard Operating Procedures that ensure compliance with NCDPS requirements.
• Establish annual work plans for three positions and conduct annual performance reviews.

The primary purpose of this administrative, professional, and supervisory role is to support the ABC Commission in effectively managing the agency’s financial operations. The position supervises the preparation of annual financial statements and ensures all required documentation is completed and submitted to the Controller’s Office accurately and on schedule. This role supports the ABC Commission’s financial operations by overseeing annual financial statements, core accounting activities, and internal control evaluations.

This is a full-time position (40 hours per week) with State Benefits, including paid vacation, paid sick leave, paid holidays, retirement, and health insurance. Salary Recruitment Range: $63,927.00-$99,194.00

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals. The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may also choose to interview/select applicants who demonstrate Management Preferences.

Management Preferences :

• Experience working with state governmental fiscal and budgetary processes.
• Experience in managing budgets and/or financial transactions for receipt-based agencies.

Military Experience

Minimum Education and Experience

Bachelor’s degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting experience in the preparation and review of interpretive or analytical accounting/financial statements and reports; of which at least one is supervisory;

or

equivalent combination of education and experience.

Some positions may require certification as a Public Accountant.
