The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

The Human Resources Technician I position will assist in coordinating daily HR operations at the Randall Building, Raleigh, NC.

This position will work closely with HR management, serving as a vital point of contact for employees, supervisors, and public ensuring the recruitment, personnel, and benefit processes run smoothly, accurately, and in compliance with state and federal regulations.

What You Will Do

  • Coordinate full-cycle recruitment workflows in Workday, including posting job vacancies, coordinating interview schedules, preparing candidate materials, assisting with pay administration, and completing onboarding packages.
  • Process Personnel Action Requests (PARs) for hires, separations, promotions, transfers, and leave actions within state HRIS systems.
  • Update and manage electronic databases to accurately track personnel movements, leave, and operational workflows.
  • Maintain and safeguard confidential personnel, medical, and financial records in strict compliance with secure filing systems and record retention schedules.
  • Serve as a primary contact for employee inquiries regarding HR policies, procedures, health/supplemental benefits, leave programs, and state-provided perks (such as Paid Parental Leave and wellness programs). Providing direction on where to obtain this information.
  • Assist employees with leave of absence processes (FMLA, Workers’ Compensation, disability) and coordinate return-to-work procedures with employees, families, and healthcare providers.
  • Provide initial guidance to employees preparing for retirement and assist with offboarding logistics.
  • Explain HR policies, regulations, and state guidelines spanning recruitment, ADA, payroll, workers' compensation, grievances, and performance management.

• Participate in ongoing training seminars, workshops, and benefit briefings to stay current on policy changes and HR best practices.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $33.902.00 - $59,327.00

  • HR Systems Expertise: Hands-on experience using various HR systems such as: Workday, Human Resource Information System (HRIS) platforms, Automatic Data Processing (ADP), BambooHR, and standard personnel processing workflows.

  • Technical Proficiency Experience using Microsoft Office (Outlook, Excel, Word) and Adobe Acrobat at an Intermediate level.

  • Regulatory Knowledge: Demonstrated experience working in an HR role applying state and federal employment laws, HR policies, and state personnel guidelines.

About The Division of Institutions:

The Division of Institutions manages the daily operations of all state-operated prison facilities across North Carolina. Facilities are categorized by custody levels (minimum, medium, close) and house individuals serving sentences for felony convictions. The division provides safety, security, and rehabilitative services through trained custody staff, program facilitators, and administrative personnel.
