The Public Employees Retirement System is recruiting for a Permanent Product Owner Team Manager (Business Operations Manager 1)
- This is a full- time permanent position
- This position is based at our headquarters office in Tigard, Oregon, and the successful candidate will have a 100% remote work schedule.
- This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur.

Modernization Division
The mission of the Public Employees Retirement System (PERS) is to serve the people of Oregon by administering public employee benefit trusts to pay the right person the right benefit at the right time. The Legislature established PERS, the agency, to administer the retirement system in partnership with approximately 900 public employers, including school districts, special districts, cities, counties, community colleges, universities, and state agencies.
Modernization Section
This position will reside in the Modernization Program section (new) within the Modernization Division. The Modernization Division provides leadership and support services necessary to achieve the agency's key goals in support of the mission, vision, core values and operating principles. Services are provided to all departments throughout the enterprise. The division is recognized as the center of excellence in developing solutions for and implementing critical agency decisions.
What you will be doing
As a Product Owner Team Manager (Business Operations Manager 1), you will provide PERS with an enterprise view of all the product lines. This position will lead the Product Owner (PO) Team and will be part of a team dedicated to ensuring that specific programs continue to support the retirement system.
Minimum Qualifications for Product Owner Team Manager (Business Operations Manager 1)
Five years of lead work, supervision, or progressively related experience;
OR
two years of related experience and a bachelor’s degree in a related field.
Candidates who are the most competitive will possess the following skills, background and areas of experience:
- Advanced knowledge of product management processes and methodology.
- Highly detail orientated and precision driven work.
- Agile/SCRUM Certified; PMP preferred
- Experienced in waterfall methodology
- 3-5 years of Product owner experience preferred.
- Strong communication and facilitation skills
- Expertise with user acceptance testing
- Preference may be given to residents of the State of Oregon and Washington
