Supervisor, Procurement

Job Summary
The Supervisor, Procurement at TOA Coating Cambodia leads purchasing activities, negotiates with suppliers, monitors inventory, and ensures goods and services are sourced on time, at the right quality, and within budget.

Key Responsibilities
● Manage the end-to-end procurement process from requisition to purchase order and timely delivery.
● Negotiate pricing, terms, and contracts with suppliers to secure the best value and quality.
● Monitor inventory levels and coordinate with Warehouse and Production to maintain efficiency.
● Analyze costs and manage purchasing budgets to identify savings and improve spend control.
● Ensure purchased goods and services meet quality standards and resolve supplier issues promptly.
● Research market trends, sourcing options, and new suppliers to support procurement decisions.
● Ensure compliance with company policies, regulations, and audit-ready procurement records.
● Lead, coach, and support junior procurement staff to strengthen team performance.
● Prepare regular reports on purchasing activity, spending, and supplier performance for management.
● Build and maintain strong relationships with key suppliers for long-term collaboration.

● Bachelor’s degree or equivalent in Supply Chain, Business Administration, Logistics, or related field.
● Minimum 3–5 years of procurement or purchasing experience in a manufacturing environment.
● Strong negotiation, communication, and problem-solving skills with suppliers and internal teams.
● Good understanding of inventory control, cost analysis, and supply chain processes.
● Proficient in Microsoft Excel and procurement systems or ERP software.
● Good command of written and spoken Khmer and English.
● Detail-oriented, honest, responsible, and able to work under tight deadlines.
● Proven ability to lead a team and collaborate with Warehouse, Production, and Finance.
