Description:

Responsible for the people and the processes in the Client Services, Phlebotomy, and the CoVid Collection site; maintaining all standards established by the Department of Laboratory. This includes orientation and development of colleagues, directing colleagues in daily work assignments to ensure customer’s needs are met and standard work processes are followed, section budgets are maintained, continuous quality improvement is executed, and the Client Services and Phlebotomy colleagues are following safety practices.

  • Develops an annual operational plan (including scope of service) integrated with MercyOne North Iowa’s strategic plan and related departments operational plans in order to efficiently provide services.

  • Develops implements and periodically reviews department/organization policies and procedures that guide and support the provision of services complying with MercyOne North Iowa policies, Joint Commission requirements and federal and state regulations. Maintains current knowledge base of trends, policies, regulatory standards, and legislation and advises administration when pertinent.

  • Develops and maintains departmental colleague staffing plan detailing appropriate colleague's classifications and qualifications consistent with the department’s operational plan projected volumes, and other relevant indicators. Participates in annual human resource recruitment and long- term needs. Assures daily colleague staffing adheres to plan.

  • Continuously assesses and improves the department’s performance based on, but not limited to the department’s quality plan monitors, process improvement initiatives, patient/colleague's satisfaction data and colleague's safety and injury prevention.

  • Performs all duties and responsibilities as outlined in CLIA regulations.

  • Interviews and selects qualified colleagues and assures colleagues are appropriately oriented. Continually develops colleagues through competency assessments, in-services and continuing education, and performance appraisal process.

  • Develops annual operating and capital budgets, monitors and analyzes ongoing performance and productivity and implements necessary corrective plans.

  • Maintains effective inter-departmental communication and cooperation.

  • Leads daily colleague huddles and performs daily colleague rounding. Maintain and continue 5S in their department.

  • Performs annual performance appraisals on time and in accordance with performance standards and essential job functions of each position. Creates development plan for direct reports. Performs periodic reviews with direct reports.

  • Knows each job thoroughly and trains colleagues in section to follow established standard work practices. Monitors/audits for compliance and instructs colleagues when noncompliance occurs.

  • Maintains required department confidentiality and abides by HIPPA regulations.

  • Ensures appropriate technical consultation to each facility (e.g., regional hospitals, clinics, nursing homes, etc.) providing or utilizing laboratory services. This will include quality assurance, test system evaluation, instrument selection and justification, and cost analysis.

  • Maintains contracts for laboratory services with hospital, clinic, nursing home or vendors.

  • Provides competent patient care to the above indicated patient populations by obtaining and appropriately interpreting data, making appropriate decisions based on demonstrated knowledge of age-specific growth and development, and appropriately adapting procedures and treatments.

  • Takes an active role in enhancing ability to carry out job functions through personal and professional/job-related growth and development and participates in medical center and/or departmental education programs.

  • Communicates with and performs duties following the philosophy of MercyOne North Iowa and the Sisters of Mercy reflecting the organization’s Mission, Values, and Guiding Behaviors.

  • Supports and abides by all medical center, departmental, and safety policies and procedures. Proactively identifies safety concerns surrounding the work environment.

  • Performs other responsibilities as requested by Administrative Laboratory Director or Medical Director.

General Requirements:

  • Bachelor's in medical technology, clinical laboratory science, or chemical, physical, or biological science degree is required. Educational transcript required for verification.
  • MLS/MT (ASCP) registry is required
  • Demonstrated competence of four years of experience in applicable section of laboratory, prefer one year at MercyOne North Iowa Medical Center.
  • Supervisory education and/or experience preferred.
  • Membership and active participation in professional organization is preferred.
