Job Description

The AML Workflow team within GMET Shared Platforms is responsible for all aspects of the Anti-Money Laundering (AML) Workflow Case Management platform built on the OpenText AppWorks ecosystem. Reporting to the Head of Workflow Systems, the Senior Vice President will provide strategic leadership, technology direction, and delivery oversight for the AML workflow platform supporting both Business Line 1 and Compliance Line 2 investigation and case management activities across the Group.

The successful candidate will be responsible for:

1. Defining and executing the strategic roadmap for the AML Workflow Case Management platform in alignment with the Bank's Financial Crime Compliance and AML programme objectives.

2. Leading multiple concurrent initiatives, projects, and enhancement releases to meet evolving business, compliance, regulatory, and operational requirements.

3. Delivering technology solutions and enhancements on time, within budget, and in accordance with agreed business requirements and quality standards.

4. Ensuring the platform remains highly available, scalable, secure, and resilient to support increasing transaction volumes, regulatory obligations, and business growth.

5. Managing all risk, security, audit, and compliance aspects of the AML application portfolio.

6. Providing end-to-end accountability for application lifecycle management, covering project initiation, requirements analysis, solution design, development, testing, implementation, production rollout, and post-production support.

7. Leading and developing a distributed team consisting of approximately 10 permanent staff across Singapore and Malaysia, together with approximately 20 contract resources across Singapore, Malaysia, and India.

8. Driving engineering excellence and establishing delivery best practices across development, testing, DevOps, release management, and operational support functions.

9. Defining and governing technical solution architecture in close partnership with Enterprise Architecture, Infrastructure, Security, Data, and Software Engineering teams.

10. Managing fixed-cost vendor engagements, third-party product providers, and system integration partners to ensure timely, cost-effective, and high-quality project delivery.

11. Providing technical leadership and hands-on guidance on OpenText AppWorks, workflow architecture, integration patterns, application security, and platform optimization.

12. Partnering closely with AML Operations, Compliance, Financial Crime teams, and other business stakeholders to understand requirements and develop innovative, sustainable technology solutions.

13. Representing technology delivery in interactions with internal audit, regulators, and external financial institutions, including support for industry initiatives such as COSMIC and other financial crime collaboration programmes.

14. Driving continuous improvement initiatives across agile delivery practices, CI/CD pipelines, automation, governance frameworks, operational controls, and the Bank's System Development Methodology (SDM).

15. Ensuring the successful integration of AML workflow capabilities with upstream and downstream systems, including customer onboarding, transaction monitoring, sanctions screening, and enterprise data platforms.

The role will be measured against the following outcomes:

Job Requirements

1. Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline.

2. Minimum 12 years of hands-on experience in the design, development, delivery, and support of enterprise workflow and case management platforms, with significant leadership responsibilities.

3. Proven experience leading large-scale technology teams and managing complex application portfolios within banking, financial services, or highly regulated industries.

4. Strong experience in platform architecture, solution evaluation, technology strategy, and enterprise application design.

5. Demonstrated experience delivering mission-critical, highly available, and scalable workflow-based applications supporting regulatory and operational processes.

6. Preferably with extensive hands-on experience with:

o OpenText AppWorks Platform

o OpenText OTDS

o OpenText Magellan Business Intelligence & Reporting

o Object Design and Modelling

o DevOps and CI/CD toolsets

o Microsoft SQL Server

7. Strong understanding of AML, Financial Crime Compliance, investigation workflows, case management processes, and regulatory reporting requirements.

8. Experience implementing and integrating third-party products, enterprise platforms, and external partner solutions.

9. Familiarity with modern application architecture, APIs, integration frameworks, cloud technologies, and open-source technologies.

10. Proven ability to manage geographically distributed teams across multiple countries and cultures.

11. Strong vendor management experience, including fixed-cost delivery engagements and strategic technology partnerships.

12. Results-oriented leader with a strong track record of delivering complex programmes while balancing business priorities, risk management, and operational stability.

13. Exceptional stakeholder management and communication skills, with the ability to engage effectively with senior business leaders, compliance stakeholders, regulators, auditors, architects, engineers, and external partners.

14. Strong analytical, problem-solving, systems thinking, and decision-making capabilities.

15. Experience working with regulators and external industry participants, including MAS and financial institutions participating in industry-wide AML and financial crime initiatives, will be highly advantageous.
